IN-CONTEXT TRANSLATIONS

J. overwegende dat de opbouw van een veiligheids- en defensiecapaciteit als vastgelegd in de Verdragen nog verwezenlijkt moet worden; overwegende dat het de verantwoordelijkheid van de lidstaten is om een Europese Unie voor Veiligheid en Defensie tot stand te brengen; overwegende dat een Europese Unie voor Veiligheid en Defensie zal zorgen voor een sterkere Noord-Atlantische Verdragsorganisatie, hetgeen verder zal bijdragen aan een doeltreffender Europese, trans-Atlantische en wereldwijde veiligheid en defensie;
J. whereas the security and defence building capacity enshrined in the Treaties is still to be accomplished; whereas it is the Member States’ responsibility to achieve a European Security and Defence Union; whereas a European Security and Defence Union will enable a stronger North Atlantic Treaty Organization, consequently promoting further and more effective European, transatlantic and global security and defence;

7. merkt op dat het ontbreken van een communautair beleid inzake de defensie-industrie tot een aanzienlijke versplintering van de defensiemarkt voor wat betreft vraag en aanbod, regelgeving en normen; erkent dat een communautair beleid inzake de defensie-industrie economische voordelen zou opleveren, de rol van de Europese Unie op wereldniveau kan versterken en de ervoor kan zorgen dat Europa haar technologische capaciteiten behoudt, zonder daarom het specifieke karakter van elke lidstaat te negeren; meent daarom dat een Europees beleid inzake de defensie-industrie meerdimensionale samenwerking zou moeten aanmoedigen, tot voordeel van de EU, door de voornaamste doelstellingen van de industrie uit te tekenen, de relatieve voordelen en strategische industriesectoren in kaart te brengen en de ondersteunende rol van het Europees Defensieagentschap (EDA) – kernspeler bij de uittekening van een Europees industrieel beleid – en de Noord-Atlantische Verdragsorganisatie (NAVO) voor wat samenwerking tussen de lidstaten betreft, te benadrukken; erkent voorts dat het hoofddoel 2030 inzake de defensie-industrie moet bijdragen tot de coördinatie van het defensiebeleid van de lidstaten; merkt op dat grensoverschrijdende en trans-Atlantische industriële samenwerking de toegang tot nieuwe technologieën en de ontwikkeling van geavanceerde producten kan bevorderen en een stimulans kan vormen om naar doeltreffende maatregelen te zoeken ter vermindering van de kosten en ter verkorting van de productiecyclus; wijst erop dat een communautaire defensie-industrie op nationale basis als gevolg van de financiële crisis niet levensvatbaar is, en dat een verdere consolidatie van de EU-defensie-industrie tot lagere defensiebegrotingen zal leiden;

Notes that the absence of a common defence industrial policy has led to considerable fragmentation of the defence market in terms of demand and supply, regulations and standards; recognises that a common defence industrial policy makes sense economically to reinforce the role of the European Union on the global scale and maintain Europe’s technological capacity while still taking into account the specificities of each Member State; believes therefore that European defence industrial policy should promote multidimensional cooperation for the benefit of the EU, outlining the main industrial objectives, mapping the comparative advantages and strategic industrial sectors and emphasising the role of the European Defence Agency (EDA), one of main actors in defining European industrial policy, and the North Atlantic Treaty Organisation (NATO) bodies in supporting cooperation among Member States; further recognises the need for the Defence Industrial Headline Goal 2030 to help coordinate the defence policies of the Member States; notes that cross-border and transatlantic industrial cooperation can facilitate access to new technologies, promote advanced product development and provide an incentive to seek effective measures to reduce costs and shorten the production cycle; notes that due to the financial crisis no EU defence industry can be viable on a national basis and that pursuing consolidation of the EU defence industry will lead to decreasing defence budgets;

RECALLING that the common security and defence policy of the Union respects the obligations under the North Atlantic Treaty of those Member States which see their common defence realised in the North Atlantic Treaty Organisation, which remains the foundation of the collective defence of its members, and is compatible with the common security and defence policy established within that framework,
