IN-CONTEXT TRANSLATIONS

In overeenstemming met de toezeggingen van de Unie tijdens het 3e en 4e forum op hoog niveau over de doeltreffendheid van ontwikkelingshulp (Accra 2008 en Busan 2011), en met de aanbeveling van de Commissie voor Ontwikkelingsbijstand van de Organisatie voor Economische Samenwerking en Ontwikkeling („OESO/DAC”) over het vrijmaken van officiële ontwikkelingshulp (Official Development Assistance — ODA) voor de minst ontwikkelde landen en arme landen met hoge schulden, moet de Commissie zoveel mogelijk hulp van de Unie vrijmaken, onder meer voor innovatieve financieringsmechanismen, en bevorderen dat entiteiten uit partnerlanden deelnemen aan toekenningsprocedures voor opdrachten.
In line with the commitments of the Union at the 3rd and 4th High Level Fora on Aid Effectiveness (Accra 2008 and Busan 2011), and the recommendation of the Development Assistance Committee of the Organisation for Economic Co-operation and Development (‘OECD-DAC’) on untying official development assistance (ODA) to the Least Developed Countries and Heavily Indebted Poor Countries, the Commission should untie Union aid to the maximum extent, including for innovative financing mechanisms, and promote the participation of entities from partner countries in contract-award procedures.

Terwijl thematische programma's in de eerste plaats ontwikkelingslanden moeten ondersteunen, dient niettemin een aantal begunstigden alsmede de landen en gebieden overzee (LGO) die niet de kenmerken hebben om volgens de voorschriften van de Commissie voor ontwikkelingsbijstand van de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO/DAC) als ontvanger van officiële ontwikkelingshulp (ODA) te worden aangemerkt, en die vallen onder artikel 1, lid 1, onder b), ook in aanmerking te kunnen komen voor thematische programma's onder de in deze verordening vastgestelde voorwaarden.
While thematic programmes should primarily support developing countries, some beneficiary countries as well as the overseas countries and territories (OCTs) the characteristics of which do not satisfy the requirements allowing them to be defined as Official Development Assistance (‘ODA’) recipients by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (‘OECD/DAC’) but which are covered by point (b) of Article 1(1) should also be eligible for thematic programmes subject to the conditions laid down in this Regulation.

5. is van oordeel dat - met het oog op een doeltreffende bestrijding van de armoede - een veel groter deel van de officiële ontwikkelingsbijstand (ODA), afkomstig van internationale donors, in eerste instantie rechtstreeks naar de armste landen en bevolkingsgroepen moet gaan, en betreurt het ontbreken van een precieze doelstelling van de Unie in die zin;

Considers that, for action against poverty to be effective, a much larger proportion of the public development aid (PDA) granted by international donors should be channelled as a priority towards the poorest countries and populations, and regrets the fact that the Union has no specific targets for doing so;

12. verzoekt de Commissie haar begroting voor de gezondheidszorg in ontwikkelingslanden in het kader van het instrument voor ontwikkelingssamenwerking te verdubbelen en ernaar te streven dat ten minste 50% van alle ODA (officiële ontwikkelingsbijstand) wordt uitgegeven aan verwezenlijking van de Millenniumontwikkelingsdoelstellingen;
12. Calls on the Commission to double its budget for healthcare in developing countries within the Development Cooperation Instrument and to aim for at least 50% of all ODA (Official Development Assistance) to be spent on achieving the Millennium Development Goals;

Reeds in 1970 heeft de Algemene Vergadering van de Verenigde Naties een resolutie aangenomen waarin voor het eerst duidelijk werd vastgelegd dat de geïndustrialiseerde landen netto 0,7% van hun BNP zouden uittrekken voor officiële ontwikkelingsbijstand (ODA) ten behoeve van de ontwikkelingslanden.
As long ago as 1970 the United Nations General Assembly adopted a resolution defining for the first time a clear commitment for the industrialised nations to grant a net sum of 0.7 % of GDP as ODA for the developing countries.
