De samenwerking tussen Europees en PAP heeft een aanvang genomen in 2007, en in 2009 heeft het Europees Parlement een volwaardige delegatie voor de betrekkingen met het PAP opgericht, en het is van belang dat deze betrekkingen in aanmerking worden genomen bij de werkzaamheden van de PPV.

Het forum is nuttig gebleken als voorloper van het PAP, maar vermeden moet worden dat het administratieve structuren krijgt die het een permanent karakter verlenen. Het PAP moet voorrang krijgen, en daarom moet een snelle ratificatie, en wel vóór 31 decmber 2003, zoals besloten op de Top van Maputo, worden aangemoedigd.
