Daar de Phare-programmeringscyclus voor 2003 de laatste is voor de groep kandidaat-lidstaten van 'Laken', luidt deze de overgang in naar een ander niveau van de Phare-activiteiten, zodat de Phare-instrumenten aangepast moeten worden aan de nieuwe behoeften.
Since the 2003 Phare programming cycle is the last for the "Laeken Group" of candidate countries, it will herald a step-change in the scope of Phare's operations, and Phare's mechanisms will require adaptation to a new set of needs.

Behalve de wijziging van de Phare-verordening inzake grensoverschrijdende samenwerking zetten de herziene Phare-richtsnoeren de bakens uit voor transnationale en interregionale samenwerking enerzijds en samenwerking met niet-EU- en niet-kandidaat-landen anderzijds: de 10 Phare-landen worden aangemoedigd om met de middelen uit hun nationale Phare-programma’s activiteiten met een grensoverschrijdend karakter aan hun buitengrenzen te ondersteunen om zo potentiële scheidslijnen aan de toekomstige grens van de Unie te overbruggen.
Besides the amendment to the Phare CBC Regulation, the revised Phare Guidelines convey two important messages related to trans-national and inter-regional co-operation and to co-operation with non-EU and non-candidate countries: the 10 Phare Countries were encouraged to use their Phare National Programme funds to support actions of a cross-border nature at their external borders, so as to address potential dividing lines on the future border of the Union.

Naast de wijziging van de Phare-CBC-Verordening (EG) nr. 2760/98 (zie 2.4.) bevatten de herziene Phare-richtsnoeren twee belangrijke boodschappen met betrekking tot de samenwerking met niet-EU-, niet-kandidaat-lidstaten en transnationale en interregionale samenwerking: kandidaat-lidstaten zijn aangemoedigd om gebruik te maken van hun middelen in het kader van hun nationale Phare-programma's ter ondersteuning van acties van grensoverschrijdende aard aan hun buitengrenzen, en zodoende potentiële nieuwe scheidslijnen aan de toekomstige grens van de Unie aan te pakken; kandidaat-lidstaten zijn bovendien verzocht het gebruik van hun middelen in het kader van hun nationale Phare-programma's voort te zetten teneinde hun deelname te financieren aan Interreg III B- (transnationaal) of Interreg III C- (interregionaal) programma's.

Om mogelijke overlap tussen werkzaamheden die Sapard-steun of Phare-steun ontvangen tegen te gaan (vooral de Phare-ESC and Phare-CBC-programma's, waarbij de aanpak meer programmatisch zal zijn, o.a. door het opstellen van de zogenoemde schema's??), worden er passende voorschriften opgenomen in de desbetreffende programmadocumenten en -overeenkomsten.

Reeds in 1989 is Phare door de Europese Gemeenschappen opgericht om de aspiranten in Midden-Europa te helpen bij hun voorbereidingen voor toetreding tot de Europese Unie, waarna Phare als exclusief pretoetredingsinstrument zijn beslag kreeg in 1997 naar aanleiding van de lancering van het huidige uitbreidingsproces door de Europese Raad in Luxemburg. Op hoofdlijnen is Phare in 1998 aangepast met het oog op de inwerkingtreding van Sapard voor landbouw en plattelandsontwikkeling en ISPA voor vervoer- en milieuinfrastructuur.
Funded in 1989 by the European Communities to assist the applicant countries of central Europe in their preparations for joining the European Union, Phare's exclusive "pre-accession" focus was put in place in 1997 in response to the Luxembourg European Council's launching of the present enlargement process. Phare's general orientations were adjusted in 1998 to reflect the coming on stream of SAPARD in agriculture and rural development and of ISPA in transport and environment infrastructure.
