„Indien een toezichthoudende autoriteit de toezichthoudende autoriteiten van een lidstaat van de dienstverlener in kennis heeft gesteld van haar voornemen om een inspectie ter plaatse in overeenstemming met dit lid uit te voeren, of indien deze toezichthoudende autoriteit een inspectie ter plaatse uitvoert in overeenstemming met de eerste alinea maar die toezichthoudende autoriteit niet in staat is in de praktijk haar recht om inspectie ter plaatse uit te voeren uit te oefenen, mag de toezichthoudende autoriteit overeenkomstig artikel 19 van Verordening (EU) nr. 1094/2010 de zaak naar de EIOPA doorverwijzen en om haar bijstand verzoeken.

2 bis. Het Europees Bureau voor fraudebestrijding (OLAF) kan overeenkomstig de bepalingen en procedures van Verordening (EG) nr. 1073/1999 van het Europees Parlement en de Raad van 25 mei 1999 betreffende onderzoeken door OLAF en Verordening (Euratom, EG) nr. 2185/96 van de Raad van 11 november 1996 betreffende de controles en verificaties ter plaatse die door de Commissie worden uitgevoerd ter bescherming van de financiële belangen van de Europese Gemeenschappen tegen fraudes en andere onregelmatigheden onderzoek uitvoeren, met inbegrip van controles en verificaties ter plaatse, om vast te stellen of er bij een subsidieovereenkomst of -besluit of een contract betreffende financiering door de Unie sprake is geweest van fraude, corruptie of andere onwettige activiteiten waardoor de financiële belangen van de Unie zijn geschaad.
2a. The European Anti-Fraud Office (OLAF) may carry out investigations, including on-the-spot checks and inspections in accordance with the provisions and procedures laid down in Regulation (EC) No 1073/1999 of the European Parliament and of the Council of 25 May 1999 concerning investigations conducted by OLAF and Council Regulation (Euratom, EC) No 2185/96 of 11 November 1996 concerning on-the-spot checks and inspections carried out by the Commission in order to protect the European Communities' financial interests against fraud and other irregularities with a view to establishing whether there has been fraud, corruption or any other illegal activity affecting the financial interests of the Union in connection with a grant agreement or grant decision or a contract concerning Union funding.

2. Indien bij de controles ter plaatse belangrijke onregelmatigheden met betrekking tot een bepaalde maatregel of in een regio of deelregio worden vastgesteld, verricht de bevoegde autoriteit in het lopende jaar de nodige extra controles ter plaatse en verhoogt zij dienovereenkomstig het percentage begunstigden bij wie in het volgende jaar een controle ter plaatse moet worden verricht.

Where on-the-spot checks reveal significant irregularities for a given measure or in a region or part of a region, the competent authority shall appropriately increase the number of on-the-spot checks during the current year and shall appropriately increase the percentage of beneficiaries to be checked on-the-spot in the following year.

Is convinced that a European PPR framework should apply only to cross-border private placement and in that case override existing national rules, but should not replace national rules that apply to domestic private placement; favours, at least as a first step, a regime based on CESR guidance, but highlights that, in order to achieve more legal certainty, the need for European legislative measures should be examined;
