(14) Since the objective of this Regulation, namely the repeal of a number of obsolete Union acts in the field of police cooperation and judicial cooperation in criminal matters cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union (TEU) .

BH. whereas the purpose of this general agreement is to establish the legal framework for all transfers of personal data between the EU and US for the sole purposes of preventing, investigating, detecting or prosecuting criminal offences, including terrorism, in the framework of police and judicial cooperation in criminal matters; whereas negotiations were authorised by the Council on 2 December 2010; whereas this agreement is of the utmost importance and would act as the basis to facilitate data transfer in the context of police and judicial cooperation and in criminal matters;

Het kaderprogramma betreffende politiële en justitiële samenwerking in strafzaken (AGIS), dat is vastgesteld bij Besluit 2002/630/JBZ van de Raad van 22 juli 2002 tot vaststelling van een kaderprogramma betreffende politiële en justitiële samenwerking in strafzaken (AGIS) , heeft aanzienlijk bijgedragen tot de versterking van de samenwerking tussen de politie en andere rechtshandhavingsinstanties en het gerechtelijk apparaat in de lidstaten en tot de verbetering van het wederzijdse begrip tussen en het wederzijdse vertrouwen in hun politiële, justitiële, juridische en administratieve stelsels.
The framework programme established by Council Decision 2002/630/JHA of 22 July 2002 establishing a framework programme on police and judicial cooperation in criminal matters (AGIS) has contributed considerably to strengthening cooperation between police and other law enforcement agencies and the judiciary in the Member States and to improving mutual understanding and mutual trust between their police, judicial, legal and administrative systems.
