In samenwerking met de lidstaten, die als eerste bevoegd zijn voor het opzetten en uitvoeren van programma's en acties ter bevordering van de export van goederen uit de Gemeenschap en van grensoverschrijdende diensten naar derde landen, legt de Gemeenschap een specifiek, coherent en gericht programma van maatregelen en acties ten uitvoer die de inspanningen van de lidstaten en van andere openbare instanties van de Europese Unie op de Japanse markt completeren en daaraan toegevoegde waarde geven.
1. In cooperation with Member States, who are primarily responsible for the design and implementation of programmes and actions to promote the exports of Community goods and cross-border services in third country markets, the Community shall implement a specific, coherent and targeted programme of measures and actions that complement and bring added value to the efforts undertaken by Member States and other European Union public bodies in the Japanese market.

Deze verordening doet niet af aan de activiteiten van de lidstaten bij de ontwikkeling en uitvoering van beleidsmaatregelen, programma's en regelingen ter bevordering van hun export van goederen en grensoverschrijdende diensten naar de markten van derde landen.
The activities of Member States to draw up and implement policies, programmes and arrangements to promote their exports of goods and cross-border services to third country markets shall not be affected by this Regulation.
