These three objectives have been widely agreed as having a real European added value by cultural stakeholders (see the EP resolutions of 22 October 2002 and of 4 October 2003 respectively on the importance and dynamism of theatre and the performing arts in an enlarged Europe and on cultural industries, as well as the Council Resolution of 19 December 2002 on European added value and mobility of persons and circulation of works in the cultural sector, the conclusions of the Forum on cultural cooperation of November 2001 and the results of the public consultation on a new programme).

The European institutions have themselves spoken out on many occasions on subjects relating to Community cultural action and the challenges of cultural cooperation, in particular in Council Resolutions of 25 June 2002 on a new work plan on European cooperation in the field of culture and of 19 December 2002 implementing the work plan for European cooperation in the field of culture , resolutions of the European Parliament of 5 September 2001 on cultural cooperation in the European Union , of 28 February 2002 on the implementation of the Culture 2000 Programme , of 22 October 2002 on the importance and dynamism of the theatre and the performing arts in an enlarged Europe , and of 4 September 2003 on Cultural Industries , and the opinion of the Committee of the Regions of 9 October 2003 on the extension of the Culture 2000 Programme.

De algemene doelstelling van het programma bestaat erin de op het gemeenschappelijk cultureel erfgoed gebaseerde en door alle Europeanen gedeelde culturele ruimte te versterken door de ontwikkeling van culturele samenwerking tussen de scheppende kunstenaars, de culturele actoren en de culturele instellingen van de aan het programma deelnemende landen, zulks om het ontstaan van een Europees burgerschap te bevorderen.

The general objective of the Programme shall be to enhance the cultural area shared by Europeans and based on a common cultural heritage through the development of cultural cooperation between the creators, cultural players and cultural institutions of the countries taking part in the Programme, with a view to encouraging the emergence of European citizenship.

De Raad beschouwt in zijn conclusies van 16 juni 2003 op basis van de mededeling van de Commissie „De grotere Europese nabuurschap: een nieuw kader voor de betrekkingen met de oostelijke en zuidelijke buurlanden” intensivering van de culturele samenwerking, wederzijds begrip en samenwerking op het gebied van onderwijs en opleiding met de nabuurlanden als de voornaaste uitgangspunten voor de maatregelen van de Europese Unie.
