15. verzoekt de lidstaten de Structuurfondsen volledig te gebruiken door middel van actief arbeidsmarktbeleid om de inzetbaarheid op de arbeidsmarkt voor alle leeftijdsgroepen te verbeteren en een langer arbeidsleven mogelijk te maken, en structurele en langetermijnwerkloosheid effectief te bestrijden; onderstreept in dit verband dat er voldoende moet worden geïnvesteerd in financiële bijstand aan en opleiding van nationale en regionale administraties, zodat zij meer vaardigheden en capaciteiten krijgen en de regels van de Structuurfondsen en het Cohesiefonds beter kennen; is van mening dat de Commissie met spoed een Europese jeugdgarantie moet voorstellen om daadwerkelijk verbetering te brengen in de situatie van jonge mensen die geen plaats hebben op de arbeidsmarkt, in het onderwijs of in de beroepsopleiding, en dat zij nauw moet samenwerken met de lidstaten opdat deze een deel van hun nog ongebruikte Structuurfondsmiddelen gebruiken om de jeugdwerkloosheid aan te pakken, met name onder de jeugd op het platteland, met de nadruk op hun ondernemerschapsmogelijkheden, teneinde ontvolking te voorkomen.
15. Calls on the Member States to make full use of the Structural Funds through active labour market policies in order to enhance employability in all age groups, enabling longer working lives, and to combat structural and long-term unemployment effectively; underlines, in this regard, that sufficient investment both in the financial assistance to and in the training for national and regional administrations should be ensured in order to increase their skills and capacities, as well as their knowledge of the rules governing the Structural Funds and the Cohesion Fund; considers that the Commission should, as a matter of urgency, propose a European Youth Guarantee in order to genuinely improve the situation of young people who are not in employment, education or training, and should work closely with the Member States to deploy part of their as yet unspent Structural Fund resources to tackle youth unemployment, with a focus also on youth in rural areas, with and emphasis on their entrepreneurship possibilities in order to prevent depopulation.

64. is ingenomen met de duidelijke steunbetuiging voor de nieuwe federale instellingen van Somalië door de HV/VV tijdens de minitop van de Algemene Vergadering van de VN over Somalië in New York en met name met haar engagement voor een vierjarig proces voor de consolidatie van de nieuwe federale instellingen en regionale administratie en een internationale conferentie over Somalië in 2013; verzoekt Somaliland en de andere federale entiteiten om een volwaardige, ondersteunende rol te spelen in de onderhandelingen over hun juridische en politieke betrekkingen met de nieuwe federale instellingen in Somalië om een duurzame, stabiele en welvarende Somalische federale staat te bewerkstellingen;

Welcomes the strong statement of support for the new federal institutions of Somalia made by the HR/VP at the UN General Assembly Mini-Summit on Somalia held in New York and, in particular, her commitment to a four-year process of consolidation of the new federal institutions and regional administrations, as well as to an international conference on Somalia in 2013; calls on Somaliland and the other federal entities to play a full and supportive role in negotiating their legal and political relationship with the new federal institutions in Somalia, with a view to achieving a sustainable, stable and prosperous Somali federal state;

In that regard, the special regime of strict liability introduced by that provision is based on the administration’s duty to protect the health and safety of its officials and servants against attacks or ill-treatment emanating from third parties or other officials of which they may be victims in the performance of their duties, particularly in the form of psychological harassment, within the meaning of Article 12a(3) of the Staff Regulations.

148. roept de regering op extra inspanningen te leveren om de aanpassing van de wetgeving en de administratieve capaciteit te verbeteren op het gebied van regionaal beleid en de coördinatie van structuurinstrumenten; herinnert Slovenië eraan dat het zo snel mogelijk de vereiste structuren in het leven moet roepen indien het wil profiteren van EU-fondsen en dat het moet zorgen voor een correct beheer en financiële controle; vraagt evenwel aan de lidstaten flexibel te zijn in de onderhandelingen om Slovenië in staat te stellen de meest efficiënte en onbureaucratische oplossing te vinden voor de regionale administratie van het Sloveense grondgebied, zelfs indien Slovenië besluit een enkele statistische regio te vormen;
148. Calls on the Government to make a substantial effort to improve legislative alignment and administrative capacity in the area of regional policy and the coordination of structural instruments; reminds Slovenia that it has to put the required structures in place as soon as possible if it is to benefit from EU funds and to assure their correct administration and financial control; however, asks the Member States to be flexible in the negotiations in order to enable Slovenia to arrive at the most efficient and unbureaucratic solution for the regional administration of Slovene territory even if Slovenia decides to establish one single statistical region;

6. is van mening dat de communautaire maatregelen primair moeten worden gericht op het bevorderen van de gelijkheid op het gebied van de gezondheid in de gehele EU, het versterken van de regionale benadering van de gezondheid, het streven naar meer samenhang met sociaaleconomische beleidsmaatregelen en programma's; dringt aan op vaststelling en introductie van prioritaire actieterreinen op basis van bewijskrachtige criteria, in nauwe samenwerking met de lidstaten, regionale autoriteiten en niet-gouvernementele organisaties, een en ander binnen de bepalingen van het kader; wenst dat de Commissie tijdig verslagen uitbrengt over gezondheidsintegratie waarin het accent ligt op sociale ongelijkheden, toegang tot gezondheidsdiensten, rechten en verantwoordelijkheden met betrekking tot het vrije verkeer van burgers, en mogelijkheden voor werknemers uit de zorgsector voor een zo doeltreffend mogelijke opleiding en praktijkvorming;

Calls for a prime objective of Community action to be focussed on fostering equality in health across the EU, to strengthen the regional approach regarding health, to seek greater coherence with socio-economic policies and programmes and urges the identification and introduction of targeted Health Priority Areas on evidence-based criteria in clear cooperation with Member States, regional authorities and non-governmental organisations and operating within the framework provisions; requests that the Commission uses early Health Integration Reports to focus on social inequalities, access to health related services, rights and responsibilities relating to freedom of movement for citizens, and opportunities for health professionals to train and practise to greatest effect;

f) het ontwikkelen van verdere activiteiten ter bevordering van de samenwerking tussen de douane en andere administraties (politie-, immigratie-, gezondheids-, milieu-, en andere instanties)

Phare helpt eveneens de nationale en regionale administraties en de regulerings- en controleorganen van de kandidaat-lidstaten om zich vertrouwd te maken met de communautaire doelstellingen en procedures.
Phare also helps the national and regional administrations, as well as regulatory and supervisory bodies, in the candidate countries to familiarise themselves with Community objectives and procedures.

(5) Het Protocol van Madrid introduceerde in vergelijking met de Schikking van Madrid in artikel 14 als een van de belangrijkste nieuwigheden de mogelijkheid dat een intergouvernementele organisatie die een regionale administratie ten behoeve van de inschrijving van merken met rechtsgeldigheid op het grondgebied van de organisatie heeft, partij kan worden bij het Protocol van Madrid.
