De Federatieve Republiek Joegoslavië, die bestaat uit de Republiek Servië, de Republiek Montenegro en Kosovo, kan sinds 5 december 2000 opnieuw aan het Tempus-programma deelnemen (in 1991-92 had Joegoslavië al aan Tempus deelgenomen). On 5 December 2000 the Federal Republic of Yugoslavia was declared eligible for participation in the Tempus Programme. Yugoslavia had participated in the Tempus programme in 1991/92 and so its renewed eligibility was something of a homecoming. As with Croatian eligibility, the emphasis was on speed, so as to enable Yugoslavian institutions to participate as soon as possible.

This Regulation lays down rules and the procedures for the adoption of detailed rules for the implementation of certain provisions of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Serbia, of the other part, (the ‘SAA’), and of the interim agreement on trade and trade-related matters between the European Community, of the one part, and the Republic of Serbia, of the other part (the 'Interim Agreement').
