52. Stresses that the Russian Federation is still refusing to respect the agreement on the phasing-out of Siberian overflight royalties, and that, in the context of recent EU sanctions against Russia, Russia has threatened to ban European airlines from using Siberian airspace; urges the Commission to put in place effective legal measures (including reciprocal measures refusing or limiting use of Union airspace by air carriers of the Russian Federation) to force Russia to stop charging illegal fees which subject Union carriers to long-term discriminatory conditions and hamper free and fair competition between airlines on routes between the EU and Asia;

6. is zeer verheugd over de totstandbrenging van vijf regionale kernwapenvrije zones, in Latijns-Amerika en het Caribisch Gebied, het zuidelijke deel van de Stille Oceaan, Zuidoost-Azië, Centraal-Azië en Afrika; verzoekt de lidstaten van de EU, de Verenigde Staten en Rusland dit voorbeeld te volgen en in Europa een massavernietigingswapenvrije zone tot stand te brengen; dringt er bij de regeringen van Frankrijk en het Verenigd Koninkrijk op aan hun kernwapens op te doeken; dringt er bij de regering van de Verenigde Staten op aan haar tactische kernwapens uit Europa te verwijderen en verzoekt de regering van de Russische Federatie haar kernwapens van het westen van haar grondgebied terug te trekken;
6. Strongly welcomes the establishment of five regional nuclear-weapon-free zones in. respectively, Latin America and the Caribbean, the South Pacific, South-East Asia, Central Asia, and Africa; calls on the Member States, the United States and Russia to follow this example by establishing an European zone free of weapons of mass destruction; calls on the French and British governments to do away with their nuclear weapons; urges the US Government to remove all tactical nuclear weapons from Europe, and calls on the Government of the Russian Federation to withdraw all nuclear weapons from the western part of its territory;

A. whereas the Black Sea region is a strategic bridge connecting Europe with the Caspian Sea area, Central Asia and the Middle East and, further, with south-east Asia and China, and it is characterised by close ties and great potential, but also by diversities and rivalries; whereas the region comprises the EU Member States Bulgaria, Greece and Romania, the candidate country Turkey and the ENP partners Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine, as well as the Russian Federation as a strategic partner,

underlines the importance of developing a constructive and mutually beneficial relationship between the EU and Russia in the field of transport; regrets that the issue of Siberian overflight payments continues to be an obstacle to the development of such a relationship; reiterates its strong concerns with regard to the system of Siberian overflight payments made by EC carriers for the right to overfly Russian territory; considers that this practice is not in line with Russia's obligations under the Chicago Convention, and in particular Article 15 thereof; reaffirms inter alia its conclusions of 27/28 June 2005 in which it stressed the priority importance of reaching a satisfactory solution to the phasing out of these payments; considers reaching such a solution to be a prerequisite for Russia’s accession to WTO; recalls the commitment of the Russian government of May 2004 in this regard; mandates the Commission to negotiate an agreement with the Russian government assuring the complete abolition of payments at the latest by 31 December 2013; progressive reduction of payments during the transition period from 2006 onwards; the end of mandatory commercial agreements related to the overflight of the territory of the Russian Federation by 2013 at the latest; gradual removal of restrictions on overflights over Russian territory between Europe and Asia and complete elimination of all non-technical restrictions by 2013 at the latest. considers that such an agreement will supersede the relevant provisions in bilateral aviation agreements, including any related documents, between Member States and the Russian Federation; expresses the wish, on the basis of a successful resolution of the overflight issue, to examine with the Russian Federation the possibilities for further developing cooperation in the field of transport".
