Reiterates its call for the VP/HR, the Council and the Member States to address the numerous issues plaguing civil-military cooperation, from shortages of qualified staff to equipment shortages and imbalances; calls in particular for staff in the fields of justice, civilian administration, customs, dialogue, reconciliation and mediation, so as to ensure that adequate and sufficient expertise can be provided for CSDP missions; calls for the VP/HR to come forward with specific proposals for making up these staffing shortages, in particular in the area of civilian crisis management, conflict prevention, post-crisis reconstruction and the sectors described above;

66. is verheugd over de huidige herziening van de bestaande civiele GVDB-concepten: neemt in het bijzonder kennis van het feit dat de rechtsstaat zal worden gezien als een centraal concept voor civiele missies waaronder politie, justitie, civiele administratie, douane, grensbewaking en andere relevante sectoren vallen, waarvan de planners en deskundigen ter plekke kunnen profiteren bij de opzet en uitvoering van missies en de versterking en/of vervanging van (uitvoerende) taken; hecht zijn goedkeuring aan de lopende werkzaamheden voor de ontwikkeling van het concept van justitiële GVDB-missies en herinnert tegelijkertijd aan de noodzaak onnodige overlappingen met eventuele communautaire programma te vermijden; vraagt in verband hiermee dat de HV/VV het Europees Parlement snel gedetailleerde informatie verstrekt over het beroep dat in het kader van GVDB- en GBVB-missies wordt gedaan op particuliere militaire en beveiligingsondernemingen, met een specificering van de professionele vereisten en de bedrijfsnormen waaraan de contractanten moeten voldoen, de toepasselijke regelingen en wettelijke aansprakelijkheden en verplichtingen, de controlemechanismen, de beoordeling van de doeltreffendheid en de gemaakte kosten;
66. Welcomes the ongoing revision of the existing civilian CSDP concepts; notes in particular that the rule of law will be seen as a central concept for civilian missions covering police, justice, civilian administration, customs, border monitoring and other relevant areas of use to planners and experts on the ground in setting up and conducting missions with strengthening and/or substitution (executive) tasks; endorses the work being done to develop the concept of CSDP justice missions, while observing that needless overlapping with possible Community programmes has to be avoided; calls, in this light, for urgent detailed information to be provided by the HR/VP to the European Parliament on the hiring of private security and military companies (PMSCs) in CSDP and CFSP missions, specifying professional requirements and corporate standards demanded from contractors, applicable regulations and legal responsibilities and obligations, monitoring mechanisms, effectiveness evaluation and costs involved;

Welcomes the strong motivation and the political will demonstrated by the AKP Government and by the great majority of the people's elected representatives with regard to making reforms that are revolutionary for Turkey, not only in order to meet the Copenhagen political criteria, in keeping with Turkish authorities' oft-stated commitment to democracy and Europe, but also to advance the economic, social and political conditions of the Turkish people; points out that such reforms can only be judged on the basis of their actual implementation in terms of day-to-day practice at all levels of the judicial and security system and of both the civilian and military administration, and that they must have the support of society; is aware that this will be a long process in which Turkey will need to continue to take fundamental decisions, for which European aid will continue to be essential;

The EU is on the way to developing into a Security and Defence Union, covering external, as well as internal, aspects of security, the fight against international terrorism and natural disaster management with the following elements: the commitment of the Member States to be able to deploy 60 000 soldiers within 60 days and sustain them for one year for peacekeeping and peacemaking operations, the building-up of 13 battle groups deployable at short notice, the development of capabilities for civilian crisis management in the area of police operations, the rule of law, civilian administration and civil protection, a European structure of command consisting of a Political and Security Committee, a Military Committee, a Military Staff and a Civilian and Military Cell with a nascent Operations Centre, the European Gendarmerie Force, the European Defence Agency, Europol, the European arrest warrant, common rules for arms procurement and arms exports, and a European security research programme.
