Met deze verordening wordt een kader opgesteld om regelmatig statistieken van de Europese Unie (EU) te produceren inzake de betalingsbalans, de internationale handel in diensten en buitenlandse directe investeringen (DBI).

Afgezien van de tenuitvoerlegging van de vier vrijheden voorziet de EER- overeenkomst in de versterking en uitbreiding van de betrekkingen van de Europese Unie met de vijf EVA-landen via een omvattende en evenwichtige samenwerking : - enerzijds op terreinen die een effect hebben op de activiteit en het concurrentievermogen van het bedrijfsleven en die direct met de tenuitvoerlegging van de vier vrijheden verband houden. Het gaat om het beleid in het zogenoemde horizontale vlak, onder meer het sociaal beleid, het beleid inzake bescherming van de consument, het milieu, de statistieken en het vennootschapsrecht; - anderzijds het communautaire flankerende beleid los van de vier vrijheden : de samenwerking in dit verband zou de vorm kunnen aannemen van deelneming van de vijf EVA-landen aan communautaire programma's, projecten of maatregelen op terreinen zoals onderzoek en technologische ontwikkeling, milieu, sociaal beleid, voorlichting, onderwijs, jongeren, midden- en kleinbedrijf, toerisme, de audiovisuele sector en de burgerbescherming.
In addition to implementing the four freedoms the EEA Agreement aims to strengthen and expand the EU's relations with the participating EFTA countires by a process of extensive and balanced cooperation: (a) in fields relating to economic activity which directly affect the four freedoms - the so-called "horizontal" policies, including social policy, consumer protection, the environment, statistics and company law; (b) in areas subject to Community flanking policies outside the four freedoms, in the form of EFTA participation in Community programmes, projects and actions concerning RD, the environment, social policy, information services, education, training and youth, small and medium-sized enterprises, tourism, the audiovisual sector and civil protection.
