Omschrijving: Een toestand van tot stilstand gekomen of onvolledige ontwikkeling van het verstand, die vooral wordt gekenmerkt door een tijdens de ontwikkelingsperiode aan het licht tredende stoornis van vaardigheden, die mede bepalend is voor het algehele intelligentieniveau, d.w.z. cognitieve, verbale, motorische en sociale vermogens. Zwakzinnigheid kan voorkomen met of zonder een andere psychische of lichamelijke aandoening. Het is gebruikelijk de graad van zwakzinnigheid te schatten aan de hand van gestandaardiseerde intelligentietests. Deze kunnen worden aangevuld met schaalindelingen die de sociale aanpassing onder gegeven omstandigheden bepalen. Deze metingen geven een benadering van de graad van zwakzinnigheid. De diagnose zal ook afhankelijk zijn van de algehele beoordeling van het verstandelijk functioneren door een ervaren diagnosticus. Verstandelijke vermogens en sociale aanpassing kunnen in de loop van de tijd veranderen en, hoe gering ze ook zijn, verbeteren als resultaat van training en revalidatie. Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning.

Within the framework of the Community instruments designed to support structural adjustment programmes in the Mediterranean countries in order to restore key financial equilibria and create an economic environment conducive to faster growth and enhanced social welfare, the Community and Algeria, in close coordination with other contributors, in particular the international financial institutions, shall adapt the instruments intended to accompany development and liberalisation policies for the Algerian economy.

(1) Artikel 1, lid 3, van Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) en tot wijziging en instelling van een aantal verordeningen(2) bepaalt dat bij de maatregelen voor plattelandsontwikkeling die worden geïntegreerd in de maatregelen ter bevordering van de ontwikkeling en de structurele aanpassing van de regio's met een ontwikkelingsachterstand (doelstelling 1) of die de maatregelen ter ondersteuning van de economische en sociale omschakeling van de gebieden met structurele moeilijkheden (doelstelling 2) in de betrokken regio's begeleiden, de specifieke oogmerken van de communautaire steunverlening in het kader van de structuurfondsen in acht moeten worden genomen overeenkomstig het bepaalde in Verordening (EG) nr. 1260/1999.
(1) Article 1(3) of Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(2) specifies that rural development measures which are integrated into the measures promoting the development and structural adjustment of regions whose development is lagging behind (Objective 1) or which accompany the measures supporting the economic and social conversion of areas facing structural difficulties (Objective 2) in the regions concerned, shall take into account the specific targets of Community support under the Structural Funds according to the conditions laid down in Regulation (EC) No 1260/1999.

6. Bij de voorbereiding en de evaluatie van en de financieringsbesluiten voor de programma's voor structurele aanpassing worden de bepalingen van deze Overeenkomst betreffende de uitvoeringsprocedures in acht genomen, en wordt rekening gehouden met de noodzaak van snelle uitkering van de steun voor structurele aanpassing.
6. The preparation, appraisal and financing decision for structural adjustment programmes shall be carried out according to the provisions on implementation procedures of this Agreement with due regard to the quick disbursing feature of structural adjustment programmes.
