IN-CONTEXT TRANSLATIONS

Horizon 2020 moet in aanvulling op het structuurbeleid van de Unie en het nationale en regionale structuurbeleid bijdragen tot het dichten van de kloof op het vlak van onderzoek en innovatie binnen de Europese Unie door synergie met de ESI-fondsen te bevorderen.
In addition to Union, national and regional structural policies, Horizon 2020 shall also contribute to the closing of the research and innovation divide within the Union by promoting synergies with the ESI Funds.

21. wijst erop dat de Europese initiatieven op het gebied van cohesie- en structuurbeleid beter moeten worden gecoördineerd om de samenhang van het regionaal beleid niet in gevaar te brengen; dringt derhalve aan op meer coördinatie binnen de Commissie onder leiding van het Directoraat-generaal REGIO dat verantwoordelijk is voor het cohesie- en structuurbeleid, en met deelname van de directoraten-generaal die bevoegd zijn voor de daarmee samenhangende sectoriële initiatieven; dringt er, daar de rechten van regionale en lokale autoriteiten door het Verdrag van Lissabon zijn uitgebreid, op aan deze overheden nauwer te betrekken bij de formulering van het beleid op Commissieniveau, ten einde de verantwoordelijkheid op het niveau van de projectleiders te vergroten; dringt er echter op aan dat de Commissie de resultaten ter plaatse scherper controleert om de doelmatigheid van de structuren van het project en van de maatregelen beter te evalueren ten opzichte van de gestelde doelen;
21. Stresses that European initiatives in the field of cohesion and structural policy need to be better coordinated so as not to jeopardise the coherence of regional policy; calls therefore for strengthened coordination in the Commission between DG REGIO, which is responsible for cohesion and structural policy, and the DGs responsible for the relevant sector-specific initiatives; calls, in view of the Lisbon Treaty's strengthening of the rights of regional and local authorities, for these authorities to be more closely involved in the development of policy at Commission level, in order to enhance project responsibility among project promoters; also calls, however, for more control of results by the Commission on the spot, so as to improve evaluation both of the efficiency of project structures and of the effectiveness of measures in terms of the objective they seek to achieve;

2. benadrukt het belang van een geïntegreerd en duurzaam structuurbeleid dat op samenhangende wijze de bijdragen coördineert van de structuurfondsen, het Cohesiefonds en andere vormen van communautair beleid; verzoekt het begrip geïntegreerd beleid door te voeren in de communicatie- en opleidingsacties, zodat het bekendheid krijgt en door alle betrokken partijen wordt gebruikt, met name door de actoren in het veld;
2. Emphasises the importance of developing an integrated and sustainable structural policy that combines, in a coherent manner, support from the structural and cohesion funds with support given within the framework of other Community policies; calls for this concept of integrated policy to be the subject of communication and training measures in order that it become recognised and used by all the actors concerned, particularly those on the ground;

A. overwegende dat het structuurbeleid ontegenzeggelijk een positieve invloed heeft op de sociale, economische en territoriale samenhang en op de verbetering van de lokale en regionale governance;
