The proposal provides for rights able to be applied throughout the length of criminal proceedings, such as access to legal advice from a lawyer both before the trial and at trial, access free of charge to the services of an interpreter and a translator, procedural safeguards for persons unable to understand or follow the proceedings, and the informing of suspects of their rights before they are questioned for the first time.
