In het advies van de Beleidsgroep Radiospectrum betreffende strategische uitdagingen voor Europa in het aanpakken van de groeiende vraag naar radiospectrum voor draadloze breedband wordt de Commissie geadviseerd aanvullende maatregelen te overwegen om het gebruik van de frequentieband 1 452-1 492 MHz voor supplemental downlink te bevorderen en tegelijkertijd toe te staan dat de lidstaten een deel van deze frequentieband gebruiken voor andere doeleinden, zoals omroep.
In its opinion on strategic challenges facing Europe in addressing the growing spectrum for wireless broadband , the Radio Spectrum Policy Group recommended that the Commission consider adopting complementary measures further to promote the use of the 1 452-1 492 MHz band for supplemental downlink, while still allowing Member States to use part of this band for other uses, such as broadcasting.

In order to ensure a uniform implementation of the Fund, the Union budget allocated to the Instrument should be implemented by direct and indirect management in respect of actions of particular interest to the Union (‘Union actions’), emergency assistance and technical assistance, and by shared management in respect of national programmes and actions requiring administrative flexibility.

The part of the budget of the Union allocated to the Fund shall be implemented within the framework of shared management between the Member States and the Commission, in accordance with point (b) of Article 58(1) of the Financial Regulation, with the exception of technical assistance at the initiative of the Commission, which shall be implemented in the framework of direct management in accordance with point (a) of Article 58(1) of the Financial Regulation.

The part of the budget of the Union allocated to the ESI Funds shall be implemented within the framework of shared management between the Member States and the Commission, in accordance with Article 59 of the Financial Regulation, with the exception of the amount of support from the Cohesion Fund transferred to the CEF referred to in Article 92(6) of this Regulation, innovative actions at the initiative of the Commission under Article 8 of the ERDF Regulation, technical assistance at the initiative of the Commission and the support for direct management under the EMFF Regulation.
