Indien nodig dient de Commissie volgens de gewone wetgevingsprocedure een voorstel in bij het Europees Parlement en de Raad om tabel 4 van bijlage I te wijzigen en aan te vullen teneinde grenswaarden vast te stellen voor uitlaatemissies bij lage temperaturen voor goedgekeurde voertuigen die voldoen aan de Euro 6-emissiegrenswaarden zoals vastgesteld in tabel 2 van bijlage I. De grenswaarden voor uitlaatemissies bij lage temperaturen worden vastgesteld op basis van een effectbeoordeling voor koolstofmonoxide (CO), koolwaterstoffen (HC), stikstofoxiden (NOx) en stikstofdioxide (NO2), houden rekening met de technische uitvoerbaarheid en weerspiegelen beter de doelstellingen op het gebied van luchtkwaliteit die zijn vastgesteld in Richtlijn nr. 2008/50/EG van het Europees Parlement en de Raad.
5. The Commission shall submit, where appropriate, to the European Parliament and to the Council a proposal, under the ordinary legislative procedure, to amend and supplement table 4 of Annex I in order to set out limits for tailpipe emissions at cold temperatures for vehicles approved as complying with the Euro 6 emission limits set out in table 2 of Annex I. The limits for tailpipe emissions at cold temperatures shall be set on the basis of an impact assessment concerning carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx), nitrogen dioxide (NO2) and shall take into consideration the technical feasibility and shall better reflect the air quality objectives set out in Directive (EC) No 2008/50 of the European Parliament and of the Council.

(7) Teneinde de EU-doelstellingen inzake luchtkwaliteit te behalen en te garanderen dat onverminderd wordt gestreefd naar een vermindering van de voertuigemissies, moet aan de Commissie de bevoegdheid worden overgedragen om overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie (VWEU) gedelegeerde handelingen vast te stellen ten aanzien van uitvoeringsbepalingen voor de toepassing van Verordening (EG) nr. 715/2007 op voertuigen van de categorieën M1, M2, N1 en N2 met een referentiemassa van meer dan 2 610 kg maar met een technisch toelaatbare maximummassa van hoogstens 7 500 kg, de specifieke procedures, tests en voorschriften voor de typegoedkeuring, de voorschriften voor de implementatie van het verbod op het gebruik van manipulatie-instrumenten die de doelmatigheid van de emissiecontrolesystemen verminderen, de maatregelen die nodig zijn voor de implementatie van de verplichting van fabrikanten onbeperkte en gestandaardiseerde toegang tot reparatie- en onderhoudsinformatie te bieden, de vervanging van de informatie over de massa aan CO2-emissies in het certificaat van overeenstemming door informatie over de totale massa aan emissies van CO2-equivalenten, de verhoging of schrapping van de grenswaarde voor de totale emissies van koolwaterstoffen voor motoren met elektrische ontsteking, de wijziging van Verordening (EG) nr. 715/2007 om de op deeltjesmassa gebaseerde grenswaarden aan te passen en op het deeltjesaantal gebaseerde grenswaarden vast te stellen die grotendeels aansluiten bij de grenswaarden voor de deeltjesmassa voor benzine- en dieselmotoren, het vaststellen van een herziene meetprocedure voor deeltjes en een grenswaarde voor het deeltjesaantal, een grenswaarde voor NO2-emissies en grenswaarden voor uitlaatemissies bij lage temperaturen voor goedgekeurde voertuigen die voldoen aan de Euro 6-emissiegrenswaarden.
(7) In order to achieve EU air quality objectives and to ensure a continuous effort to reduce vehicle emissions, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFUE) should be delegated to the Commission in respect of the detailed rules on the application of Regulation (EC) No 715/2007 to vehicles of categories M1, M2, N1 and N2 with a reference mass exceeding 2 610 kg but with a maximum technically permissible laden mass not exceeding 7 500 kg, the specific procedures, tests and requirements for type approval, the requirements for the implementation of the prohibition on the use of defeat devices that reduce the effectiveness of emission control systems, the measures necessary for the implementation of the obligation of a manufacturer to provide unrestricted and standardised access to vehicle repair and maintenance information, the replacement of the information on the mass of CO2 emissions in the certificate of conformity with information on total mass of CO2 emissions equivalents, the increase or removal of the limit value of total hydrocarbons emissions for positive ignition vehicles, the amendment of Regulation (EC) No 715/2007 for the purposes of recalibrating the particulate mass based limit values and introducing particle number based limit values that would correlate broadly with the petrol and diesel mass limit values, the adoption of a revised measurement procedure for particulates and a particle number limit value, a limit value for emissions of NO2 and limits for tailpipe emissions at cold temperatures for vehicles approved as complying with the Euro 6 emission limits.

(7) In order to achieve Union air quality objectives and to ensure a continuous effort to reduce vehicle emissions, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFUE) should be delegated to the Commission in respect of the detailed rules on the application of Regulation (EC) No 715/2007 to vehicles of categories M1, M2, N1 and N2 with a reference mass exceeding 2 610 kg but with a maximum vehicle mass not exceeding 7 500 kg, the specific procedures, tests and requirements for type approval, the requirements for the implementation of the prohibition on the use of defeat devices that reduce the effectiveness of emission control systems, the measures necessary for the implementation of the obligation of a manufacturer to provide unrestricted and standardised access to vehicle repair and maintenance information, including remote diagnostic support, the review of the information on the mass of CO2 emissions in the certificate of conformity with information on total mass of CO2 emissions equivalents, the increase of the limit value of total hydrocarbons emissions for positive ignition vehicles, the amendment of Regulation (EC) No 715/2007 for the purposes of recalibrating the particulate mass based limit values and introducing particle number based limit values that would correlate broadly with the petrol and diesel mass limit values, the adoption of a revised measurement procedure for particulates, including nano-particulates, and a particle number limit value, a limit value for emissions of NO2 and limits for tailpipe emissions at cold temperatures for vehicles approved as complying with the Euro 6 emission limits.

5. De Commissie is bevoegd overeenkomstig artikel 14 bis gedelegeerde handelingen vast te stellen om tabel 4 van bijlage I te wijzigen en aan te vullen teneinde grenswaarden vast te stellen voor uitlaatemissies bij lage temperaturen voor goedgekeurde voertuigen die voldoen aan de Euro 6-emissiegrenswaarden zoals vastgesteld in tabel 2 van bijlage I. De grenswaarden voor emissies van NOx en NO2 worden vastgesteld op basis van een effectbeoordeling, houden rekening met de technische uitvoerbaarheid en weerspiegelen de doelstellingen op het gebied van luchtkwaliteit die zijn vastgesteld in Richtlijn nr. 2008/50/EG van het Europees Parlement en de Raad.
5. The Commission shall be empowered to adopt delegated acts in accordance with Article 14a to amend and supplement table 4 of Annex I in order to set out limits for tailpipe emissions at cold temperatures for vehicles approved as complying with the Euro 6 emission limits set out in table 2 of Annex I. The limits for emissions of NOx and NO2 shall be set on the basis of an impact assessment shall take into consideration the technical feasibility and shall reflect the air quality objectives set out in Directive (EC) No 2008/50 of the European Parliament and of the Council.
