Calls on the Commission and Member States to work internationally to establish a new UN definition of forests which clarifies natural forest definitions on a biome basis and distinguishes between native forests and those dominated by tree monocultures and non-native species; notes, in this respect that – the EU being the biggest public aid donor to developing countries (with the forest sector receiving more than EUR 600 million in 2003) – this definition would greatly enhance policy coherence and ‘value for money’; regrets that the Green Paper fails to register progress on the need to coordinate EU actions within and outside the Union and to achieve a global legally binding agreement under the UN Forum on Forests;

De EU blijft ook internationale initiatieven nemen en ondersteunen en voert bilaterale en multilaterale besprekingen met derde landen in het kader van het VN-bossenforum en de Internationale Organisatie voor tropisch hout, alsook bilaterale besprekingen met belangrijke houtverbruikende landen zoals de VS, China, Rusland en Japan.
The European Union also continues to initiate and support international initiatives and engages in bilateral and multilateral discussions with third countries in the UN Forum on Forests and the International Tropical Timber Organisation and in bilateral talks with major timber-consuming countries such as the US, China, Russia and Japan.

d) Door input te blijven geven aan bestaande internationale fora , zoals de Internationale organisatie voor tropisch hout, de Overeenkomst inzake de internationale handel in bedreigde in het wild levende dier- en plantensoorten (CITES) en het VN-bossenforum (UNFF), en door verder aandacht te besteden aan de beoordeling in 2015 van het niet juridisch bindende Instrument voor bossen van het UNFF.
d) By continuing to provide input to existing international fora , such as the International Tropical Timber Organisation, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the UN Forum on Forests (UNFF), and giving further consideration to the 2015 review of the UNFF Non-Legally Binding Instrument on Forests.
