Onverminderd het Internationaal Verdrag betreffende de normen voor zeevarenden inzake opleiding, diplomering en wachtdienst en de regelingen die zijn aangenomen overeenkomstig de Herziene Rijnvaartakte en het Verdrag betreffende de scheepvaart op de Donau stellen de vervoerders en in voorkomend geval de terminalexploitanten procedures voor opleiding ter zake van de problematiek van gehandicapten, met inbegrip van instructies, vast en zorgen zij ervoor dat:
