D. overwegende dat de EU de belangrijkste handelspartner van Israël is en de grootste bijstandsverlener van de Palestijnen; overwegende dat de vicevoorzitter van de Commissie/hoge vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid (VV/HV), Federica Mogherini, bij meerdere gelegenheden heeft gezegd zich persoonlijk te zullen inzetten voor het opnieuw aanzwengelen en intensiveren van de rol van de EU in het vredesproces in het Midden-Oosten; overwegende dat in april 2015 Fernando Gentilini benoemd is tot speciaal afgezant van de EU voor het vredesproces in het Midden-Oosten; overwegende dat de EU, ondanks de ambitie en de toezegging om ten aanzien van het vredesproces in het Midden-Oosten een betekenisvolle rol te spelen, nog geen alomvattende en coherente kijk op die rol heeft ontwikkeld, die bovendien rekening moet houden met de snel veranderende regionale context;
D. whereas the EU is Israel’s largest trading partner and the biggest aid provider to the Palestinians; whereas the Vice-President/High Representative of the Union for Foreign Affairs and Security Policy (VP/HR), Federica Mogherini, has on several occasions expressed her commitment to renewing and intensifying the EU’s role in the Middle East peace process; whereas in April 2015 Fernando Gentilini was appointed the new EU Special Representative for the Middle East peace process; whereas the EU, despite its ambition and commitment to play an effective role in this field, has yet to develop a comprehensive and coherent vision of its engagement in the Middle East peace process, which should reflect the rapidly changing regional context;

6. verzoekt de VV/HV en de speciale afgezant van de EU met klem de politieke betrekkingen en de institutionele expertise van de EU en haar lidstaten beter te benutten, aangezien die gebaseerd zijn op de geografische nabijheid van Europa, de historische banden en de intensieve economische uitwisselingen met het Midden-Oosten, teneinde een betekenisvolle politieke rol te spelen in het vredesproces tussen Israëli's en Palestijnen, en tussen de Arabische staten en Israël in een bredere context; herinnert de lidstaten eraan dat hun taak erin bestaat actief bij te dragen aan de vorming van een gemeenschappelijk EU-standpunt over de aanpak van het vredesproces in het Midden-Oosten en zich te onthouden van unilaterale initiatieven die het EU-optreden afzwakken;
6. Urges the VP/HR and the EU Special Representative to make better use of the political relations and institutional expertise of the EU and its Member States, based as they are on Europe’s geographical proximity, historical ties and intensive economic exchanges with the Middle East region, in order to play a genuine political role in the peace process between Israelis and Palestinians, and between Arab states and Israel in a broader context; reminds the Member States of their duty to actively contribute to the shaping of a united EU position in addressing the Middle East peace process, and to refrain from any unilateral initiative weakening EU action;

4. verheugt zich over de positieve rol die de EU wenst te spelen en de noodzakelijke ondersteuning die zij wil bieden om de oplossing van het Israëlisch-Palestijns conflict en het grotere Arabisch-Israëlische conflict met vreedzame en constructieve middelen te vergemakkelijken, wat de EU-belangen op het gebied van veiligheid, stabiliteit en voorspoed in het Midden-Oosten dient; dringt evenwel aan op een nieuwe EU-benadering die daadwerkelijk de vrede en de veiligheid voor zowel het Israëlische, als het Palestijnse volk ten goede komt; is ingenomen met de persoonlijke inzet van de VV/HV en met de benoeming van de nieuwe speciale afgezant van de EU voor het vredesproces in het Midden-Oosten, en steunt hun werk op dit gebied;
4. Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Arab-Israeli conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls, however, for a fresh EU approach that genuinely serves the interests of peace and security of both Israelis and Palestinians; welcomes the personal commitment of the VP/HR and the appointment of the new EU Special Representative for the Middle East peace process, and supports their efforts in this regard;

C. overwegende dat de vicevoorzitter/hoge vertegenwoordiger, Federica Mogherini, die haar eerste officiële buitenlandse bezoek in deze functie in november 2014 aan Israël en Palestina bracht, zich persoonlijk heeft ingezet voor het vernieuwen en intensiveren van de betrokkenheid van de EU bij het vredesproces in het Midden-Oosten; overwegende dat Fernando Gentilini benoemd is tot speciaal afgezant van de EU voor het vredesproces in het Midden-Oosten; overwegende dat de EU, ondanks de ambitie en de toezegging om ten aanzien van het vredesproces in het Midden-Oosten een eigen rol te spelen, nog geen alomvattende en coherente kijk op die rol heeft ontwikkeld, die bovendien rekening moet houden met de snel veranderende regionale context;
C. whereas the VP/HR, who made her first official visit abroad in this capacity to Israel and to Palestine in November 2014, has demonstrated her personal commitment to renewing and intensifying the EU’s engagement in the Middle East peace process; whereas Fernando Gentilini has been appointed the new EU Special Representative for the Middle East peace process; whereas the EU, despite its ambition and commitment to play an autonomous role in this field, has yet to develop a comprehensive and coherent vision of its engagement in the Middle East peace process, which should reflect the rapidly changing regional context;

De heer Andreas REINICKE wordt benoemd tot speciale vertegenwoordiger van de Europese Unie („SVEU”) voor het vredesproces in het Midden-Oosten („vredesproces”) voor het tijdvak van 1 februari 2012 tot en met 30 juni 2013.
Mr Andreas REINICKE is appointed as the European Union Special Representative (‘EUSR’) for the Middle East peace process (‘peace process’) from 1 February 2012 until 30 June 2013.

De heer Andreas REINICKE dient te worden benoemd tot SVEU voor het vredesproces in het Midden-Oosten voor het tijdvak van 1 februari 2012 tot en met 30 juni 2013.
Mr Andreas REINICKE should be appointed as EUSR for the Middle East peace process from 1 February 2012 to 30 June 2013.

Op 21 juli 2003 heeft de Raad Gemeenschappelijk Optreden 2003/537/GBVB (1) aangenomen, houdende benoeming van de heer Marc OTTE tot speciaal vertegenwoordiger van de Europese Unie („SVEU”) voor het vredesproces in het Midden-Oosten.
On 21 July 2003, the Council adopted Joint Action 2003/537/CFSP (1) appointing Mr Marc OTTE as the European Union Special Representative (‘EUSR’) for the Middle East peace process.

b) nauwe contacten vergemakkelijken en onderhouden met alle partijen bij het vredesproces in het Midden-Oosten, met andere landen in de regio, de leden van het Midden-Oosten-kwartet en andere betrokken landen en met de VN en andere betrokken internationale organisaties, teneinde met hen samen te werken aan de versterking van het vredesproces;
(b) facilitate and maintain close contact with all the parties to the Middle East Peace Process, other countries of the region, members of the Middle East Quartet and other relevant countries, as well as the UN and other relevant international organisations, in order to work with them in strengthening the peace process;

h) verslag uitbrengen over de mogelijkheden voor EU-interventie in het vredesproces, en over de wijze waarop het best uitvoering kan worden gegeven aan de EU-initiatieven en de lopende EU-activiteiten in verband met het vredesproces in het Midden-Oosten, zoals de bijdrage van de Europese Unie aan de Palestijnse hervormingen, waaronder de politieke aspecten van de ontwikkelingsprojecten van de Europese Unie;
(h) report on the possibilities for European Union intervention in the peace process and on the best way of pursuing European Union initiatives and ongoing Middle East peace process-related European Union efforts, such as the contribution of the European Union to Palestinian reforms, and including the political aspects of relevant European Union development projects;

– onder verwijzing naar zijn resoluties van 11 maart 1999 over de mededeling van de Commissie: De rol van de Europese Unie in het vredesproces en toekomstige hulp van de Unie aan het Midden-Oosten (COM(1997) 715 - C4-0114/1998) , van 20 januari 2000 over het vredesproces in het Midden-Oosten , van 5 oktober 2000 over de situatie in het Midden-Oosten , van 17 mei 2001 over de situatie in het Midden-Oosten en van 7 februari 2002 over de situatie in het Midden-Oosten , alsmede zijn aanbeveling aan de Raad van 13 december 2001 betreffende de crisis in het Midden-Oosten en de rol van de Europese Unie in de regio ,
– having regard to, in particular, its resolutions of 11 March 1999 on the Commission communication: 'The role of the European Union in the peace process and its future assistance to the Middle East' (COM(1997) 715 - C4-0114/1998) of 20 January 2000 on the Middle East peace process of 5 October 2000 , 17 May 2001 and 7 February 2002 on the situation in the Middle East, and its recommendation to the Council of 13 December 2001 on the crisis in the Middle East and the role of the European Union in the region ,
