Stresses that the weakness of the reform process in the Arab world is also due to the difficulties and the controversies between some of the Arab countries; takes the view that the EU should make every effort to facilitate the political and economic integration of the Arab countries; notes that, in order to be really influential, the EU should not demonstrate any feeling of superiority or the impression of giving lessons, but should rather make the Euro-Arab dialogue a true dialogue between equals;

4. wijst erop dat de zwakke punten in het hervormingsproces in de Arabische wereld ook aan de problemen en geschillen tussen bepaalde Arabische landen te wijten zijn ; is van oordeel dat de EU alles in het werk moet stellen om de politieke en economische integratie van de Arabische landen te vergemakkelijken; wijst erop dat de EU om echt invloed te kunnen uitoefenen geen superieure houding mag aannemen noch de indruk mag geven anderen de les te lezen, en van de Europees-Arabische dialoog veeleer een echte dialoog tussen gelijken moet maken;

6. verzoekt de Arabische landen om alle vormen van rechteloosheid te bestrijden en mechanismen voor overgangsrechtspraak in het leven te roepen om de slachtoffers van ernstige schendingen van de mensenrechten gerechtigheid te laten wedervaren en de daders van deze misdrijven voor de rechter te brengen; verzoekt in dezelfde zin de Arabische landen om het Statuut van Rome te ratificeren, waarbij het Internationaal Strafhof is opgericht, en het internationaal verdrag inzake gedwongen verdwijningen (International Convention for the Protection of all Persons from Enforced Disappearance) te ondertekenen;
6. Calls on Arab countries to combat impunity wherever it occurs and to set up mechanisms of transitional justice in order to ensure that the victims of serious human rights violations receive justice and that the people responsible for those crimes are held to account; calls, in the same spirit, on Arab countries to ratify the Rome Statute establishing the International Criminal Court and to sign the International Convention for the Protection of All Persons from Enforced Disappearance;

D. overwegende dat een Euro-Arabisch ondernemersverbond in de gehele Europese Unie het leggen van contacten tussen bedrijven uit Europese en Arabische landen zou vergemakkelijken en de economische betrekkingen tussen de Europese Unie en de Arabische landen ten goede zou komen,

Het proces ondervindt weliswaar hinder van het uitblijven van langdurige vrede in het Midden-Oosten, maar het is er in ieder geval in geslaagd de in 1995 ingestelde dialoog gaande te houden en een forum te bieden voor bijeenkomsten tussen Israël en de Arabische landen.
Although the process is affected by the lack of a lasting peace in the Middle East, it has been effective in maintaining dialogue since it was established in 1995 and provides a forum where Israel and the Arab states continue to meet.
