1. is verheugd over het feit dat dit jaar voor het eerst het ontwerp van gezamenlijk verslag over de werkgelegenheid, dat als bijlage is toegevoegd aan de jaarlijkse groeianalyse, is voorzien van een scorebord voor werkgelegenheid en sociaal beleid, dat zal helpen de monitoring van de werkgelegenheid en de maatschappelijke ontwikkelingen in het kader van het macro-economisch toezicht binnen het Europees semester te bevorderen; is van mening dat dit van invloed moet zijn op de beleidsrichtsnoeren van het Europees semester, teneinde de sociale dimensie van de Economische en Monetaire Unie te versterken, wat niet alleen wenselijk, maar ook noodzakelijk is om zowel de crisis aan te pakken als om ernstige sociaaleconomische divergenties in de eurozone te voorkomen, hetgeen de duurzaamheid van de EMU ten goede komt; geeft uiting aan zijn diepe bezorgdheid over de beperkte rol die het Parlement bij het Europees semester is toebedeeld; betreurt het dat de Commissie en de Raad weinig voortgang hebben geboekt bij het verbeteren van de democratische controle op de richtsnoeren voor het economisch beleid; is van mening dat artikel 136 van het VWEU de Raad volgens de bestaande Verdragen in staat stelt om op aanbeveling van de Commissie en met medezeggenschap van alleen de lidstaten die de euro als munt hebben, in het kader van het Europees semester bindende economische beleidsrichtsnoeren vast te stellen voor de landen van de eurozone; onderstreept dat het bindende karakter van de economische beleidscoördinatie zou worden versterkt door gebruikmaking van een stimuleringsmechanisme; dringt aan op sluiting van een interinstitutioneel akkoord om het Parlement te betrekken bij de opstelling en goedkeuring van de jaarlijkse groeianalyse en de richtsnoeren inzake economisch beleid en werkgelegenheid;

Welcomes the fact that this year, for the first time, the draft Joint Employment Report annexed to the Annual Growth Survey (AGS) includes a scoreboard for employment and social policies, which will help to strengthen the monitoring of employment and social developments as part of macroeconomic surveillance within the European Semester; considers that this should impact policy guidance in the European Semester in order to reinforce the social dimension of the Economic and Monetary Union, since this is not only desirable but also necessary in order to address the crisis and prevent serious socio-economic divergences in the eurozone, thereby enhancing its sustainability; expresses its deep concern at the limited nature of the role of Parliament in the European Semester; deplores the fact that little progress has been made by the Commission and Council to strengthen democratic scrutiny of the economic policy guidance; is of the opinion that under the existing Treaties Article 136 TFEU allows the Council, on a recommendation from the Commission and with the vote of only the Member States whose currency is the euro, to adopt binding economic policy guidelines for the eurozone countries in the framework of the European Semester; stresses that an incentive mechanism would reinforce the binding nature of the economic policy coordination; calls for an Interinstitutional Agreement in order to involve Parliament in the drafting and approval of the AGS and the Economic Policy and Employment Guidelines;

Calls on the Commission to submit legislative proposals to complete the EMU, which should include a social pillar and set up a social pact for Europe, as recommended by Parliament in its resolution of 20 November 2012 entitled ‘Towards a genuine Economic and Monetary Union’, as the national automatic stabilisers are blocked in the Member States where they are most needed; urges the Commission, to this end, to establish a standalone scoreboard related to the EMU social dimension; suggests that the in-depth reviews provided for in the Macroeconomic Imbalances Procedure could regularly review employment and social policies with a view to identifying those policies that mitigate social problems and improve employment; believes that this enhanced monitoring system would help to coordinate policies more effectively with a view to identifying and tackling major challenges in a timely fashion and integrating employment and social concerns more effectively in the overall policy landscape
