E. whereas according to UNHCR data 2 778 women, men and children have been reported dead or missing in 2015 in their attempts to reach a safe place in Europe; whereas the EU, instead of putting in place a proactive search and rescue operation, has increased the Frontex budget; whereas in a statement of 5 August 2014 Médecins Sans Frontières (MSF) pointed to the severe lack of adequate search and rescue operations;

Calls for the EU and its Member States to organise, as a matter of urgency, a new permanent maritime search and rescue civil operation in the Mediterranean, designed in close cooperation with civil society organisations and taking into account valuable search and rescue experiences such as those of the Migrant Offshore Aid Station (MOAS) and Médecins Sans Frontières (MSF);

Takes note of the call to rapidly reinforce the EU’s Triton operation by tripling its funding for 2015 and 2016 and thereby allowing a more prominent presence in the Mediterranean of ships which could be involved in search and rescue operations; calls for this increase to be devoted solely to search and rescue in order to save lives; recalls, however, the restrictive mandate of FRONTEX concerning the priority of border surveillance over search and rescue operations, and deeply regrets the fact that the Member States could not agree on extending the operational area of Triton closer to where most refugee boats actually get into distress; calls therefore, as a matter of urgency, on the Member States to modify the operational plan of Triton so as to extend its operation area to the high seas and include search and rescue;

D. whereas the joint operation Triton, coordinated by FRONTEX, became fully operational on 1 November 2014; whereas Triton has only a third of Mare Nostrum’s geographical scope; whereas the operational area of Triton covers only 30 sea miles off the Italian coast, while Mare Nostrum was operating on the high seas, much closer to the Libyan coast; whereas most refugee boats get into distress close to the Libyan coast; where the mandate of FRONTEX is to carry out border surveillance and prevent illegal migration, and it therefore cannot therefore undertake search and rescue proactively, but only as a secondary task where a ship or vessel is in distress; acknowledging, however, that Triton assets have been used for search and rescue under the coordination of the Italian Search and Rescue Coordination Centre;

4. dringt aan op een krachtige en permanente humanitaire reddingsoperatie van Europa die zoals Mare Nostrum opereert in volle zee en waarvoor alle lidstaten financieel en met apparatuur en middelen bijdragen; dringt er bij de EU op aan dat zij een dergelijke operatie meefinanciert en waarschuwt de Raad en de Commissie dat het Parlement tegen de begroting 2016 zou kunnen stemmen indien er geen middelen worden uitgetrokken voor zoek- en reddingsoperaties;
4. Calls for a robust and permanent humanitarian European rescue operation, which, like Mare Nostrum, would operate on the high seas and to which all Member States would contribute financially and with equipment and assets; urges the EU to co-fund such an operation, and warns the Council and Commission that Parliament could vote against the 2016 budget in the event of no funding being provided for search and rescue;

Voorts moet worden bepaald dat verschillende operaties van uitzonderlijke aard, zoals vluchten om dringende humanitaire redenen, vluchten voor zoek- en reddingsoperaties in noodgevallen, medische bijstand, en voor rampenbestrijding, van deze verordening worden vrijgesteld.
Furthermore, various operations of an exceptional nature, such as flights for urgent humanitarian reasons, search and rescue in emergency situations, medical assistance, and disaster relief, should be exempted from this Regulation.

Uitzonderlijke omstandigheden zijn onder meer natuurrampen zoals branden en aardbevingen, terroristische aanslagen, oorlogen en militaire of civiele gewapende conflicten, opstanden, militaire of illegale confiscaties, arbeidsconflicten, het aan land brengen van zieken, gewonden of overledenen, zoek- en reddingsoperaties op zee of op binnenwateren, maatregelen ter bescherming van het milieu, besluiten van de verkeersleiding of de havenautoriteiten of besluiten van de bevoegde instanties inzake de openbare orde en veiligheid, alsmede inzake dringende vervoersbehoeften.
Extraordinary circumstances should include, but not be limited to, natural disasters such as fires and earthquakes, terrorist attacks, wars and military or civil armed conflicts, uprisings, military or illegal confiscations, labour conflicts, landing any sick, injured or dead person, search and rescue operations at sea or on inland waterways, measures necessary to protect the environment, decisions taken by traffic management bodies or port authorities, or decisions by the competent authorities with regard to public order and safety as well as to cover urgent transport needs.

n) "kuststation": een door een lidstaat uit hoofde van deze richtlijn aangewezen verkeersbegeleidingssysteem, walinstallatie belast met een door de IMO goedgekeurd systeem van verplichte melding of organisatie belast met de coördinatie van zoek- of reddingsoperaties of van de bestrijding van verontreiniging van de zee.
(n) "coastal station" means any of the following, designated by Member States pursuant to this Directive: a vessel traffic service; a shore-based installation responsible for a mandatory reporting system approved by the IMO; or a body responsible for coordinating search and rescue operations or operations to tackle pollution at sea.
