Notes that the recently published report by the European Court of Auditors (ECA) has found that the funding from the Instrument for Pre-accession Assistance (IPA), along with other forms of support, has helped Serbia to implement social and economic reforms and to improve its public finance management; notes, however, that the reform of the judicial sector is significantly lagging behind; calls on Serbia to align with the EU acquis in the area of state aid; welcomes the overall effective use of EU financial and non-financial assistance, as noted by the ECA, and encourages the authorities to build on good governance practices and address remaining weaknesses in project design, implementation and sustainability; calls on the Commission to continue its assistance to Serbia within the framework of the IPA in an effective and transparent way;

Acknowledges that, following its audit of pre-accession projects for the period 2001-2005, the European Court of Auditors stated that project sustainability could be improved if: (i) beneficiary involvement was increased; (ii) no projects were launched without a maintenance plan; (iii) the Commission monitored distribution more closely and evaluated the use of EU-funded equipment and infrastructure; and (iv) the delivery of technical assistance was adequately complemented by active encouragement for institutional change; underlines the fact that despite improvements under the IPA programme some weaknesses still remain, notably in terms of stakeholder involvement and maintenance, and notes, for instance, that during the 2011 programming process in Turkey the beneficiaries were hardly involved in the last 12 months;

18. dringt er bij de lidstaten op aan hervormingen door te voeren om de financierbaarheid van de nationale sociale stelsels te kunnen garanderen zonder afbreuk te doen aan de verworven rechten, de wederzijdse steun en de solidariteit tussen de generaties en met inachtneming van de veranderingen in de samenleving en op de arbeidsmarkt, de demografische veranderingen, de globalisering en de technologische vooruitgang; wijst erop dat sommige van de meest succesvolle lidstaten reeds zulke hervormingen hebben doorgevoerd en daarmee de duurzaamheid en doeltreffendheid van hun sociale stelsels hebben behouden; is dan ook van oordeel dat vergelijkende analyses moeten worden gemaakt van reeds doorgevoerde hervormingen en dat er SWOT-analyses (sterke en zwakke punten, kansen en gevaren) moeten worden gemaakt van nog door te voeren hervormingen; beklemtoont het belang van het streven naar topkwaliteit, onder meer door de uitwisseling van goede werkwijzen;
18. Calls on the Member States to undertake reforms in order to ensure the financial sustainability of national social systems, without prejudicing acquired rights, mutual support and intergenerational solidarity, having regard to the context of a changing society and a changing labour market, demographic change, globalisation and technological developments; points out that some of the most successful Member States have already carried out such reforms, while maintaining the sustainability and effectiveness of their social systems; considers, therefore, that comparative analyses should be made of the reforms already made, together with SWOT (strengths, weaknesses, opportunities and threats) analyses of those still to be implemented; stresses the importance of promoting excellence, inter alia , by pooling good practice;
