Een geharmoniseerde aanpak van beleidsontwikkeling en -coördinatie tussen verschillende takken van de administratie ontbreekt nog grotendeels.De goedkeuring van een nieuw strategisch kader voor het openbaar bestuur en een strategie voor beheer van overheidsfinanciën, zijn nodig.
A harmonised approach to policy development and coordination between different parts of the administration is still largely lacking.The adoption of a new strategic framework for public administration, as well as a strategy on public financial management are needed.

Op EU-niveau is de coördinatie formeel geregeld in bijv. de werkgroepen van de Europese Raad, terwijl informele uitwisselingen plaatsvinden via de Groep van leidinggevenden op het gebied van landbouw en plattelandsontwikkeling (HARDs), m.i.v. haar subgroepen "Grondkwesties" en "Ontwikkeling van de particuliere sector in de landbouw", en via EIARD, die naar verluidt belangrijke mechanismen zijn voor beleidsontwikkeling en uitwisseling.
At EU level, formal arrangements on coordination include the European Council Working Groups, while informal exchanges take place through the Heads of Agriculture and Rural Development Group (HARDs), including its subgroups on Land Issues and Private Sector Development in Agriculture, and EIARD, which are reported to be important mechanisms for policy development and exchange.

Zodoende zal het een aanzienlijk beroep doen op de capaciteiten van de EU en de IGAD op het gebied van coördinatie, beleidsontwikkeling en uitvoering van programma’s.

(38) Overwegende dat de communautaire initiatieven gericht moeten worden op zowel de bevordering van grensoverschrijdende, transnationale en interregionale samenwerking (Interreg) als op de economische en sociale rehabilitatie van in crisis verkerende steden en voorsteden met het oog op een duurzame stadsontwikkeling (Urban), te financieren uit het EFRO, op de plattelandsontwikkeling (Leader), te financieren uit het EOGFL, afdeling Orientatie, en op de ontwikkeling van de menselijke hulpbronnen met waarborging van gelijke kansen (Equal), te financieren uit het ESF; dat de bevordering van grensoverschrijdende samenwerking - inzonderheid met het oog op de uitbreiding - en van transnationale en interregionale samenwerking van bijzonder belang is; dat voldoende aandacht moet worden besteed aan de samenwerking met de ultraperifere gebieden; dat de coördinatie van de grensoverschrijdende, transnationale en interregionale samenwerking met de uit hoofde van Verordening (EG) nr. 3906/89 van de Raad(8), Verordening (Euratom, EG) nr. 1279/96 van de Raad(9) en Verordening (EG) nr. 1488/96 van de Raad(10), ondernomen acties moet worden versterkt, vooral in het vooruitzicht van de uitbreiding van de Unie en met inachtneming van het Europees-mediterraan partnerschap; dat in het kader van Equal terdege rekening moet worden gehouden met de maatschappelijke en beroepsintegratie van asielzoekers;
(38) Whereas these Community initiatives should concentrate on promoting cross-border, transnational and inter-regional cooperation (Interreg), economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN), both to be financed by the ERDF, rural development (Leader), to be financed by the EAGGF Guidance Section, and the development of human resources in the context of equal opportunities (EQUAL), to be financed by the ESF; whereas the promotion of cross-border cooperation - in particular in the perspective of enlargement, transnational and inter-regional cooperation - takes on particular significance in this context; whereas due attention should be given to cooperation with the outermost regions; whereas it is necessary to reinforce the coordination of cross-border, transnational and inter-regional cooperation with the measures enacted in the context of Council Regulation (EEC) No 3906/89(8), Council Regulation (Euratom, EC) No 1279/96(9) and Council Regulation (EC) No 1488/96(10), especially in view of the enlargement of the European Union and taking account of the Europe-Mediterranean partnership; whereas due account should be taken of the social and vocational integration of asylum seekers in the framework of EQUAL;

Er zijn ook goede argumenten om de coördinatie van de terrorismebestrijdingsactiviteiten binnen de EU-instellingen te verbeteren en de werkgroep Terrorisme een grotere rol te geven bij de beleidsontwikkeling van de EU. De werkmethoden van de TWG moeten worden verbeterd door Europol een proactievere rol te geven.
There are also good arguments to improve the coordination of counter-terrorism activities inside EU institutions and to reinforce the role of the Terrorism Working Group in preparing EU policy making. The working methods of the TWG should be improved by allowing Europol a more proactive role.
