5. De Commissie stelt uitvoeringshandelingen vast met de procedures voor indiening van aanvragen, rapporten en betalingsverzoeken voor de in titel II, hoofdstuk I, afdeling 1 en 2, en titel II, hoofdstuk II, afdeling 1, 2 en 3, bedoelde subsidies. The Commission shall adopt implementing acts laying down the procedures for submission by Member States of applications, reports and requests for payments for the grants referred to in Sections 1 and 2 of Chapter I, and Sections 1, 2 and 3 of Chapter II of Title II. Calls on the Commission, therefore, to collect, in the framework of its reporting obligation on the transposition of Directive 2011/92/EU, exact and clear data on the crime of online grooming, including precise identification of the national provisions criminalising such behaviour; calls on the Member States and the Commission to collect data on this crime relating to the number of criminal proceedings taken out, the number of convictions and important national case-law, and to exchange best practice as regards its prosecution and punishment; also calls on the Commission to greatly improve the development and publication of statistical information, so as to enable better policy development and review;

39. Believes that ‘cluster discussions’ should remain the central element of the mutual evaluation process; considers that a well targeted but limited number of expert participants in cluster discussions creates the conditions for efficiency and delivering outcomes; takes the view that mutual evaluation should be developed further as a procedure for exchanging best practices and policy development experiences between Member States and that the Commission's role could be clarified in terms of providing guidance and steering the process, particularly during these cluster discussions; is of the opinion that the clusters' composition should always reflect Member States' expectations and the potential impact on the Single Market;

In afwijking van artikel 1, eerste alinea, onder (d), kunnen de lidstaten per geval toestaan dat natuurlijke of rechtspersonen in het overeenkomstig artikel 8 aangelegde register worden ingeschreven zonder dat de in afdeling 1 beschreven procedure wordt doorlopen, mits aan de volgende voorwaarden is voldaan:

By way of derogation from point (d) of the first paragraph of Article 1, Member States may, on a case by case basis, allow natural or legal persons to be entered in the register established under Article 8, without application of the procedure set out in Section 1, where both the following conditions are satisfied:
