TRADUCTIONS EN CONTEXTE

– gezien de ondertekening op 19 januari 2015 van een memorandum van overeenstemming tussen Federica Mogherini, vicevoorzitter van de Commissie/hoge vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid (VV/HV), en Nabil Elaraby, secretaris-generaal van de Arabische Liga, respectievelijk vertegenwoordiger van de Europese Unie en van de Arabische Liga,
– having regard to the signing of a memorandum of understanding, on 19 January 2015, between Federica Mogherini, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR), and Nabil El Araby, Secretary-General of the League of Arab States, representing the European Union and the League of Arab States respectively,

E. overwegende dat de EU en de Arabische Liga een gemeenschappelijk belang hebben bij duurzame oplossingen om vrede en stabiliteit in de regio te waarborgen; overwegende dat dit memorandum van overeenstemming bedoeld is om de betrekkingen tussen de lidstaten van de Europese Unie en de landen van de Arabische Liga te ondersteunen en te versterken, met het doel de samenwerkingsvormen te verbeteren, ervaringen uit te wisselen en een dialoog te voeren teneinde op gebieden van wederzijds belang gemeenschappelijke doelstellingen te verwezenlijken;
E. whereas the EU and the LAS share a common interest in long-lasting solutions to ensure regional peace and stability; whereas this memorandum of understanding is intended to support and strengthen relationships between the Member States of the EU and the Members of the LAS to enhance their working structures, exchange experience and dialogue in order to achieve common goals and objectives in areas of mutual interest;

As you know, on Sunday there was an important meeting of the Arab League where all the issues were raised and efforts were made to draw up a formula for a solution: a formula which is not too far removed from the one Minister Fayad put to the European Council a number of weeks ago and which he reiterated on Sunday at the Arab League Summit or the Ministerial meeting of the Arab League: a method must be sought of recovering control of the borders so that the Palestinian Authority can have responsibility for them.

25. vraagt de Commissie dan ook om de nodige steun te verlenen aan alle actoren in de hervormingsbeweging in de Arabische wereld, evenzeer bij de overheid als in het maatschappelijk middenveld, en steun te verlenen voor de oprichting van gemeenschappelijke Arabische instellingen, vooral parlementaire; en vraagt tevens om met de Arabische Liga een officieel mechanisme voor regelmatige raadpleging en vervolgacties op het hoogste niveau op te zetten, en, op basis van subsidiariteit op alle terreinen van gemeenschappelijk belang; dringt aan op regelmatige topconferenties tussen de Europese Unie en de Arabische Liga om agenda's op te stellen en gezamenlijke projecten uit te werken;
25. Calls on the Commission, therefore, to give appropriate support to all those engaged in the reform movement in the Arab world, to involve state actors and civil society actors, and to give its support to the creation of common Arab institutions, particularly parliamentary institutions; also calls on the Commission to devise a regular formal mechanism for consultation and monitoring, with the League of Arab States, at the highest level and, on a subsidiarity basis, in all areas of common interest; calls for the European Union and the League of Arab States to hold regular summits with a view to developing common agendas and areas of work;

24. 61. De Europese Raad memoreert dat een integrale vrede in het Midden-Oosten ook Syrië en Libanon moet omvatten en wijst op het belang van het Arabische vredesinitiatief dat tijdens de top van de Arabische Liga van 28 maart 2002 te Beiroet is aangenomen.
The European Council recalls that a comprehensive peace must also include Syria and Lebanon and the relevance of the Arab Peace Initiative adopted by the Beirut Arab League Summit of 28 March 2002.

As regards the arrangements for attendance at the Conference, the Council agreed on a formula that will in substance mean that, in addition to the twelve Mediterranean partners identified by the Essen European Council as participants, Mauritania, the Arab Maghreb Union and the Arab League could attend as special guests and that the Ambassadors of certain third countries (CCEE, United States, Russia, Albania, Slovenia, the Holy See and possibly others) would be invited to be present on a diplomatic platform during the formal part of the Conference.

The European Council underlined the importance of intensive consultation with the countries involved and welcomed the forthcoming attendance at the Arab League Summit by the Presidency and the High Representative as a clear demonstration of the commitment of the Union to developing this vital partnership.
