O. overwegende dat intergouvernementele organisaties ook PPP's hebben gebruikt om steun te bieden aan de minst ontwikkelde landen via partnerschappen die actief zijn op het gebied van ontwikkeling en samenwerking: de Wereldbank, regionale banken voor wederopbouw, de Voedsel- en Landbouworganisatie, de Wereldgezondheidsorganisatie en het Kinderfonds van de Verenigde Naties (UNICEF), om er maar een paar te noemen, hebben PPP's gebruikt om acties uit te voeren; overwegende, met betrekking tot het geografische zwaartepunt, dat de VS, Australië, Japan, Maleisië, Singapore, de Verenigde Arabische Emiraten en andere Aziatische en Latijns-Amerikaanse landen (onder aanvoering van Chili) ervaring met PPP's hebben; overwegende dat de OESO-landen (Finland, Frankrijk, Duitsland, Griekenland, Italië, Ierland, Nederland, Portugal en Spanje) ook over relevante wetgeving beschikken; overwegende dat het Verenigd Koninkrijk het verst ontwikkelde programma ten aanzien van PPP's heeft (waarbij het particuliere financieringsinitiatief goed is voor ongeveer 20 % van de overheidsinvesteringen); overwegende dat de EU leider is op de PPP-infrastructuurmarkt met een concentratie van meer dan 45 % van de nominale waarde van PPP's;
O. whereas intergovernmental organisations have also used PPPs to devote aid to least‑developed countries through partnerships operating in the field of development and cooperation: the World Bank, regional reconstruction banks, the Food and Agriculture Organisation, the World Health Organisation and the UN Children’s Fund (UNICEF), to name but a few, have used PPPs to implement actions; whereas, as regards geographical focus, the USA, Australia, Japan, Malaysia, Singapore, the United Arab Emirates and other Asian and Latin American countries (led by Chile) have experience of PPPs; whereas OECD countries (Finland, France, Germany, Greece, Italy, Ireland, the Netherlands, Portugal and Spain) also have relevant legislation; whereas the UK has the most developed programme in respect of PPPs (with the Private Finance Initiative accounting for around 20 % of public investment); whereas the EU leads the PPP infrastructure market, concentrating more than 45 % of the nominal value of PPPs;

17. beklemtoont dat het belangrijk is het maatschappelijk middenveld een grotere rol toe te bedelen in de Europees-Arabische dialoog daar dit een onmisbaar tegenwicht vormt voor de nauwere intergouvernementele samenwerking tussen de EU en de LAS; uit zijn diepe bezorgdheid over het feit dat onafhankelijke maatschappelijke organisaties in een aantal lidstaten van de LAS, met name Egypte, steeds vaker geïntimideerd en lastiggevallen worden door veiligheidsfunctionarissen; wijst erop dat een sterk en onafhankelijk maatschappelijk middenveld van het grootste belang is om overheidsinstellingen te versterken;
17. Insists on the importance of expanding the civil society component of the Euro-Arab dialogue as the indispensable counterweight to the enhanced intergovernmental EU-LAS engagement; expresses its deep concern that independent civil society organisations are being subjected to increasing intimidation and harassment by security officials in a number of LAS member states, notably Egypt; recalls that an independent and strong civil society is paramount for reinforcing state institutions;
