Stresses that copyright is an important economic basis for creativity, employment and innovation, as well as the guarantor of cultural diversity, and that it is essential to enable Europe’s creative and cultural industries to compete on a global scale; stresses that further efforts are needed in the field of copyright to strike a balance between all key actors, and that any revision of copyright law should ensure adequate protection that fosters investment and growth in the creative and cultural sector, whilst removing legal uncertainties and inconsistencies that adversely affect the functioning of the Digital Single Market (DSM); urges the Commission to review, where necessary, the regulatory framework for copyright in order to achieve a better access to creative content for European citizens, and to stimulate European researchers, educational establishments, cultural heritage institutions and the creative sector to adapt their activities to the digital world; underlines that appropriate remuneration must be paid by those who profit from the exploitation of copyright-protected works, and that any solutions in this regard should not discourage the use of legal providers; recalls that digital technologies have redefined the value chain in the cultural sector, mostly to the benefit of intermediaries and often to the detriment of creators; asks the Commission to investigate the extent and impact of such changes and to propose measures to improve the remuneration of authors and artists at European level; stresses that any revised provisions should be future-proof and technologically neutral, evidence based and carefully assessed in line with the Commission’s objective of better regulation, while taking into account the differences between the digital and analogical environments;

Believes that fostering participation in EU cultural programmes can benefit material and non-material development in ENP countries, and stresses, therefore, the importance of programmes such as Media Mundus and of projects run under the auspices of the Union for the Mediterranean and of the Eastern Partnership Culture Programme; points out, furthermore, that cultural programmes and programmes to promote mobility should also focus on the mobility of artists and those pursuing artistic studies; advocates the establishment of a cultural visa for artists and other culture professionals from ENP countries; calls also on the Commission to propose a short-stay visa initiative with the aim of eliminating obstacles to mobility in the cultural sector;

14. verzoekt de Commissie stelselmatig en zo spoedig mogelijk over te gaan tot integrale toepassing van artikel 151, lid 4 van het EG-Verdrag, opdat cultuur en de culturele sector in al het overige communautaire beleid worden meegenomen, met name beleid op het gebied van de interne markt, mededinging, handel, ondernemingen, onderzoek en ontwikkeling, en bij de tenuitvoerlegging van dit beleid meer rekening te houden met het specifieke karakter van de culturele sector, alsmede in het buitenlandse beleid voor het sluiten van internationale verdragen overeenkomstig de UNESCO-conventie inzake culturele diversiteit, daarbij proactief te handelen en internationale samenwerking te bevorderen;

Requests the Commission, to proceed systematically and as soon as possible with the full application of Article 151(4) of the EC Treaty, in order to ensure that culture and the cultural sector are taken into account in all the other Community policies, in particular those relating to the internal market, competition, trade, enterprise and research and development, and to take better account of the special nature of the cultural sector in implementing those policies as well as in external policy relating to the conclusion of international treaties in accordance with the Unesco Convention on Cultural Diversity, and to play a proactive role and improve international cooperation;
