(19) De EIB-activiteiten in het kader van dit besluit moeten de door de Commissie voorgestelde agenda voor verandering ondersteunen en coherent zijn met de relevante beginselen van de Europese consensus inzake ontwikkeling en de beginselen van doeltreffendheid van de hulp die zijn opgenomen in de Verklaring van Parijs van 2005, de Actieagenda van Accra van 2008 en de partnerschapsovereenkomst van Busan van 2011.

Welcomes the adoption by consensus of a resolution on the human rights situation in Libya in the 15th Special Session on 25 February which condemns the gross and systematic human rights violations committed in Libya pointing out that some of which may amount to crimes against humanity, calls for the dispatching of an independent international commission of inquiry to Libya to investigate all alleged violations of international human rights law in the country and recommends to the General Assembly the consideration of the suspension of Libya’s membership to the UNHCR; welcomes in this respect the decision of 1 March 2011 by the UNGA by consensus to suspend Libya’s membership to the UNHRC;

14. is verheugd over het feit dat er op de 15e speciale zitting op 25 februari jl. bij consensus een resolutie is aangenomen over de mensenrechtensituatie in Libië, waarin de grove en systematische schendingen van de mensenrechten in Libië worden veroordeeld en erop wordt gewezen dat sommige van deze schendingen kunnen worden beschouwd als misdaden tegen de menselijkheid, roept op tot het sturen van een onafhankelijke internationale enquêtecommissie naar Libië om alle vermeende schendingen van de internationale mensenrechtenwetgeving in dat land te onderzoeken, en pleit er bij de Algemene Vergadering voor zich te beraden over de opschorting van het UNHRC-lidmaatschap van Libië; verwelkomt in dit verband het op 1 maart 2011 door de AVVN bij consensus genomen besluit om het UNHRC-lidmaatschap van Libië op te schorten;

Mr President, since you have asked us not to take up the time allotted, and in summary, I will say that one of the main contributions which the European Union could make in this difficult situation – and I believe there is good reason, as I have just pointed out, not to leave the matter exclusively in the hands of the Organisation of American States – should be, in my opinion, to promote, on the basis of a guarantee of the full exercise of all civil and political rights, a consensus amongst all the forces which would allow democracy to be recovered, strengthened and deepened in Peru.
