Voorgesteld door de Commissie in 2003-2004 als een kaderbeleid waarmee de uitgebreide EU haar banden met 16 nabuurlanden kon aanhalen en versterken (Algerije, Armenië, Azerbeidzjan, Egypte, Georgië, Israël, Jordanië, Libanon, Libië, Marokko, Moldavië, Oekraïne, bezet Palestijns gebied, Syrië, Tunesië en Wit-Rusland). De bedoeling van dit beleid is het risico van marginalisering tegen te gaan voor die nabuurlanden die niet hebben deelgenomen aan de historische uitbreidingsronde van 2004 en aldus een gedeelde ruimte van voorspoed, stabiliteit en veiligheid te verzekeren.
Proposed by the Commission in 2003-2004 as a framework policy through which an enlarged EU could strengthen and deepen relations with its 16 closest neighbours (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Occupied Palestinian Territory, Syria, Tunisia and Ukraine) with a view to counteracting risks of marginalisation for the neighbouring countries which had not participated in the historic 2004 enlargement and therefore ensuring the strengthening of a shared area of prosperity, stability and security.

According to Commission Implementing Decision 2012/274/EU of 24 April 2012 determining the second set of regions for the start of operations of the Visa Information System (VIS) , the ninth region where the collection and transmission of data to the VIS for all applications should start comprises Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; the tenth region comprises Brunei, Burma/Myanmar, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam; and the eleventh region comprises the occupied Palestinian territory.
