TRADUCTIONS EN CONTEXTE

28. verzoekt de lidstaten te voorzien in „maritieme bestemmingsplannen” en een geïntegreerd beheer van de kustgebieden, zoals is afgesproken in het kader van het nieuwe maritieme beleid van de EU en overeenkomstig de milieueffectbeoordelingen; deze bestemmingsplannen moeten alle soorten bedrijfsactiviteiten van de sector omvatten, zoals de schelpdiervisserij, de aquacultuur in de kustgebieden, de aquacultuur op volle zee (offshore) en de zoetwaterkwekerijen, en zich ertoe te verbinden een eind te maken aan de huidige administratieve rompslomp die het verkrijgen van de vereiste vergunningen en concessies voor het opstarten van een bedrijfsactiviteit op het gebied van de duurzame aquacultuur belemmert, eventueel via de invoering van het „éénloketsysteem”; roept de lidstaten tevens op om strategische plannen voor de lange termijn op te stellen om de duurzame ontwikkeling van deze activiteit te stimuleren en roept de Commissie op voorstellen in te dienen voor alle maatregelen die nodig zijn om het concurrentievermogen van de sector te bevorderen, rekening houdend met de specificiteit van elke lidstaat;

Calls on the Member States to work towards a ‘maritime development plan’ and the integrated management of coastal areas, as provided for under the EU's new maritime policy and in line with environmental impact assessments, which covers all the different product categories in the sector, such as shellfishing, sub-coastal aquaculture, offshore and freshwater aquaculture, and to undertake to reduce existing bureaucratic obstacles to obtaining the requisite permits and concessions to start a sustainable aquaculture activity, possibly by setting up ‘one-stop shops’ that centralise the administrative formalities incumbent on operators in a single location; calls too on the Member States to draw up long-term strategic plans to foster the sustainable development of this activity and on the Commission to bring forward proposals for all measures required to promote competitiveness in the sector, taking into account the specificities of each Member State;

Het Wetenschappelijk, Technisch en Economisch Comité voor de Visserij (WTECV) dat is opgericht bij Verordening (EG) nr. 2371/2002 van de Raad van 20 december 2002 inzake de instandhouding en de duurzame exploitatie van de visbestanden in het kader van het gemeenschappelijk visserijbeleid (6) moet bij deze raadpleging wetenschappelijk advies verstrekken en het Raadgevend Comité voor de visserij en de aquacultuur dat is ingesteld bij Besluit 1999/478/EG van de Commissie (7) moet advies uitbrengen namens de belanghebbenden op het gebied van aquacultuur en milieubescherming.
The Scientific, Technical and Economic Committee for Fisheries (STECF) established under Council Regulation (EC) No 2371/2002 of 20 December 2002 on the conservation and sustainable exploitation of fisheries resources under the Common Fisheries Policy (6) should provide the scientific advice in this consultation and the Advisory Committee for Fisheries and Aquaculture set up by Commission Decision 1999/478/EC (7) should give the advice of stakeholders in the field of aquaculture and environmental protection.

Detailed rules should be laid down for granting aid to aquaculture, inland fishing, processing and marketing of fisheries and aquaculture products, while ensuring that these sectors retain economic viability. For that purpose, it is necessary to identify a limited number of priority objectives for assistance and to focus the structural aid for aquaculture, processing and marketing of fisheries and aquaculture products on micro, small and medium-sized enterprises with priority given to micro and small-sized enterprises.

22. Notes that only 35% of fishmeal is used for fish products, while the rest is used for other food production; considers that aquaculture should, however, endeavour to reduce dependence on fish oil and fishmeal and invest in developing alternative raw materials but without abandoning high quality feed standards; further considers that, at the same time, due care should be taken to ensure that fishing for the raw materials used in aquaculture is carried out in a sustainable manner;

35. Suggests that the Commission, the Member States, professional and inter-professional organisations should together draw up a concerted communications programme to improve the image of the aquaculture sector among opinion formers, the distribution sector and consumers, and to inform the public about the advantages and potential offered by the sector; calls for specific legislation to be incorporated in Regulation (EC) No 1263/1999 promoting the quality of aquaculture products by means of designations of origin and campaigns to promote the consumption of this type of product, and emphasises that communication operations should present aquaculture products as non-genetically modified products;

In afwijking van lid 1 zijn, zolang de nadere productievoorschriften voor bepaalde diersoorten niet vastgelegd zijn in bijlage I, de etiketteringsvoorschriften van artikel 5 en de controlevoorschriften van de artikelen 8 en 9 van toepassing voor deze diersoorten en de producten daarvan, met uitzondering van aquacultuur en producten van aquacultuur.
2. By way of derogation from paragraph 1, where the detailed production rules are not laid down in Annex I for certain animal species, the rules provided for labelling in Article 5 and for the inspections in Articles 8 and 9 shall apply for these species and the products therefrom, with the exception of aquaculture and aquaculture products.
