Voorts is de adviseur van mening dat van de vier door de Spaanse Regering aangevoerde factoren alleen het buitengewoon ernstige karakter van de economische recessie in 1992 en 1993, en niet de recessie als zodanig, als een uitzonderlijke gebeurtenis, die niet te voorzien was en aan niet bij Iberia gelegen oorzaken te wijten was, kan worden beschouwd.
The consultant also takes the view that of the four corroborating factors put forward by the Spanish Government only the particularly serious nature of the economic recession in 1992 and 1993, and not the recession as such, could be regarded as an exceptional and unforeseeable circumstance external to Iberia.
