Als lidstaat met een derogatie neemt Cyprus sinds 2 mei 2005 deel aan ERM II; overwegende dat de Central Bank of Cyprus partij is bij de Overeenkomst van 16 maart 2006 tussen de Europese Centrale Bank en de nationale Centrale Banken van de lidstaten buiten het eurogebied waarin de operationele procedures zijn neergelegd voor een wisselkoersmechanisme in de derde fase van de Economische en Monetaire Unie , gewijzigd bij de Overeenkomst van 21 december 2006 (hierna gezamenlijk de „ERM II Centrale Bank Overeenkomst” te noemen).
Cyprus, as a Member State with a derogation, has participated since 2 May 2005 in ERM II; whereas the Central Bank of Cyprus is party to the Agreement of 16 March 2006 between the European Central Bank and the national central banks of the Member States outside the euro area laying down the operating procedures for an exchange rate mechanism in stage three of economic and monetary union , amended by the Agreement of 21 December 2006 (together hereinafter referred to as the ‘ERM II Central Bank Agreement’).

13. Supports the introduction of the euro by the future new Member States but stresses that this will require transition to successful participation in the exchange rate mechanism and strict compliance with the convergence criteria; underlines the importance of central bank independence in the accession countries, the western Balkans, Turkey, Russia and the southern Mediterranean, as these countries are becoming increasingly dependent on ECB monetary policy and the value of the euro; calls on the ECB to include the subject in its annual report;

34. verzoekt de ECB de status van het in de balans van de centrale bank opgenomen goud te onderzoeken; acht het een interessante gedachtegang om uit oogpunt van winstgevendheid goud tegen activa om te wisselen; is evenwel bezorgd door de gevolgen van het feit dat de centrale bank wordt blootgesteld aan grotere financiële risico's en belangenconflicten die er het gevolg van zijn dat de centrale bank aandelen in de economie heeft; verzoekt de ECB een dergelijke herverdeling op evenwichtige wijze te beoordelen; verzoekt de ECB bindende en geharmoniseerde boekhoudvoorschriften op te stellen voor de nationale centrale banken wanneer deze hun goud en deviezenreserves beoordelen; houdt eraan vast dat het transparanter en doeltreffender zou zijn een open discussie over de omvang van de ESCB-reserves te voeren;
34. Calls on the ECB to make a thorough review of the status of gold included in central bank balance sheets; finds the idea of trading gold for securities for profitability purposes interesting; is nevertheless worried by the consequences of increased central bank exposure to financial risks and the emergence of conflicts of interest originating from central bank holdings in the economy and calls on the ECB to establish a balanced assessment of such a reallocation; calls on the ECB to formulate binding and harmonised accounting rules for the national central banks when valuing their gold and currency reserves; observes that it would be more transparent and more effective to have an open debate on the level of external ESCB reserves;
