12. verzoekt de Russische autoriteiten het Civil Society Forum EU-Rusland te erkennen als een gezamenlijk project in het kader van het Partnerschap voor modernisering; juicht in dit verband een belangrijkere rol voor het Civil Society Forum in de marge van de toppen EU-Rusland toe;

10. benadrukt de positieve rol die vrouwen kunnen spelen bij de oplossing van conflicten en verzoekt de Commissie en de lidstaten te zorgen voor voldoende technische en financiële bijstand voor de ondersteuning van programma's om de vrouwen in staat te stellen volledig te participeren aan de vredesonderhandelingen en de vrouwen meer invloed te geven binnen de civil society in het algemeen;

Highlights the positive role that women play in conflict resolution and requests the Commission and the Member States to ensure adequate technical and financial assistance in support of programmes enabling women to participate to the full in the conduct of peace negotiations and empowering women in civil society as a whole;

13. begroet en steunt het mobiliserende werk van de organisaties van de Europese en internationale civil society, die zoeken naar oplossingen voor problemen die verband houden met de toegang tot water voor de armste bevolkingsgroepen; beveelt de deelnemers aan het Wereld Water Forum 2006 aan om, zolang het Forum duurt, actief deel te nemen aan de activiteiten van civil society organisaties en serieus aandacht te besteden aan de voorstellen die daar aan de orde komen;
13. Welcomes and encourages the mobilisation efforts of European and international civil society organisations in seeking solutions to problems relating to access to water, particularly for the poorest populations; recommends that the 2006 World Water Forum's participants take an active part in the activities of civil society organisations during the days when the Forum is taking place and seriously consider the proposals made on that occasion;

5. verwacht dat van een dergelijk alternatief actieplan concrete voorstellen voor een flexibeler gebruik van technische hulp van de EU en financiële steun aan de civil society, concrete voorstellen voor uitbreiding van het visaverbod voor Witrussische autoriteiten die betrokken zijn bij politieke vervolging en verkiezingsfraude en andere maatregelen die gericht zijn op herstel van democratie in het land en steun voor de civil society; beklemtoont dat de bestaande verdragsbepalingen het mogelijk maken een dergelijk actieplan op te stellen in nauwe samenwerking met de hoge vertegenwoordiging van de Raad en met inbreng van het Europees Parlement;
5. Expects such an alternative action plan to include concrete proposals for more flexible use of EU technical assistance and financial support for civil society, concrete proposals for extension of the visa ban to include Belarusian officials involved in political prosecution and electoral frauds, and other measures aimed at the restoration of democracy in the country and support for civil society; emphasises that the existing treaty provisions allow for such an action plan to be drawn up in close cooperation with the Council's High Representative and with an input from Parliament;

Het wettelijke kader werd verbeterd, de institutionele organisatie werd versterkt en er is sprake van een groeiend publiek bewustzijn en toenemende betrokkenheid van de civil society.
The legislative framework has been improved, the institutional set-up has been strengthened and public awareness as well as the involvement of civil society are rising.
