Non-governmental organisations (NGOs) contribute to the development and implementation of Community environmental policy and legislation.

Derhalve is er een financieringsinstrument voor het milieu (LIFE+) nodig om specifieke steun te verlenen voor de ontwikkeling en de uitvoering van het communautaire milieubeleid en de communautaire milieuwetgeving, met name de doelstellingen van het zesde milieuactieprogramma van de Europese Gemeenschap (6e MAP) vastgesteld bij Besluit nr. 1600/2002/EG van het Europees Parlement en de Raad van 22 juli 2002 (4).
There is therefore a need for a Financial Instrument for the Environment (LIFE+) to provide specific support for developing and implementing Community environmental policy and legislation, in particular the objectives of the Sixth Community Environment Action Programme (6th EAP) laid down by Decision No 1600/2002/EC of the European Parliament and of the Council of 22 July 2002 (4).

Calls on the Commission not to neglect this area in future measures in support of the outermost regions, since resources are insufficient to meet continuing needs regarding the environment, specifically as regards the protection of biodiversity, implementation of the Natura 2000 network, and waste management, a fact which makes it more difficult to pursue an environmental policy in the outermost regions which is consistent with the fundamental principles of Community environmental policy; calls on the Commission to implement measures along the lines of the environment component of the Programme of options specific to the remote and insular nature of Madeira and the Azores (POSEIMA);

(2) These Community programmes are far from covering all environment funding imperatives and there is a need to support Community environment policy and legislation, and specifically the priorities under the Sixth Environmental Action Programme as established by Decision No 1600/2002/EC of the European Parliament and of the Council , thereby contributing to sustainable development.

(2) Gezien de positieve bijdrage van LIFE tot het bereiken van de doelstellingen van het communautaire milieubeleid moet de geldigheidsduur van de derde fase tot en met 31 december 2006 worden verlengd opdat dit instrument verder kan bijdragen tot de uitvoering, de actualisering en de ontwikkeling van het communautaire milieubeleid en de milieuwetgeving - met name wat betreft de integratie van de milieuaspecten in het overige EU-beleid -, en tot duurzame ontwikkeling.
(2) Given the positive contribution of LIFE to the attainment of the objectives of Community policy on the environment and with a view to further contributing to the implementation, updating and development of Community environment policy and of environment legislation, in particular as regards the integration of the environment into other policies, and to sustainable development, the duration of the third phase should be extended until 31 December 2006.

Het Verdrag stipuleert in de artikelen 152 en 174 dat bij de bepaling en de uitvoering van elk beleid en elk optreden van de Gemeenschap een hoog niveau van bescherming van de menselijke gezondheid wordt verzekerd, dat het milieubeleid van de Gemeenschap onder andere moet bijdragen tot de bescherming van de gezondheid van de mens en de bevordering op internationaal vlak van maatregelen om het hoofd te bieden aan regionale of mondiale milieuproblemen, en dat het communautair milieubeleid moet berusten op het voorzorgsbeginsel.

The Treaty in Articles 152 and 174 requires that a high level of human health protection should be ensured in the definition and implementation of all Community policies and actions, that Community policy on the environment shall contribute to, inter alia, the protection of human health and the promotion of measures at international level to deal with regional or global environmental problems, and that the Community policy on the environment shall be based on the precautionary principle.

Het voorstel is gericht op het hernieuwen van de rechtsgrond voor het meerjarenprogramma (2002-2006) ter ondersteuning van niet-gouvernementele organisaties die voornamelijk werkzaam zijn op het gebied van milieubescherming op Europees niveau en die bijdragen aan de ontwikkeling en uitvoering van communautair milieubeleid en communautaire wetgeving, en die bewezen hebben of in staat worden geacht de burgers te kunnen vertegenwoordigen of te kunnen betrekken bij dit proces, waarbij de democratie, de transparantie en het gevoel van eigenheid met betrekking tot het milieubeleid en de wetgeving van de EU worden versterkt.
The objective of the proposal is to renew the legal basis for a multiannual programme (2002-2006) which aim is to promote NGOs, primarily active in the field of environmental protection at a European level and which contribute to the development and implementation of Community environmental policy and legislation, and which have an established or potential ability to represent and involve citizens in this process thereby increasing democracy, transparency and the sense of ownership of Community environmental policy and legislation.

4. Bij de uitvoering van het systeem moet worden voldaan aan de bepalingen van de Verdragen, met inbegrip van het voorzorgsbeginsel, aan de op grond van de Verdragen aangenomen besluiten en aan het communautaire milieubeleid zoals omschreven in het communautaire beleidsplan en actieprogramma inzake het milieu en duurzame ontwikkeling (vijfde actieprogramma), opgesteld bij resolutie van 1 februari 1993(8); tevens moet worden gezorgd voor coördinatie met etiketterings- of kwaliteitsborgingsregelingen en met andere systemen, zoals het communautaire energie-etiketteringssysteem van Richtlijn 92/75/EEG en de biologische landbouwregeling van Verordening (EEG) nr. 2092/91.
4. The implementation of the Scheme shall comply with the provisions of the Treaties, including the precautionary principle, with the instruments adopted pursuant thereto and the Community environmental policy, as specified in the Community Programme of Policy and Action in relation to the Environment and Sustainable Development Fifth Action Programme established by the Resolution of 1 February 1993(8), and shall be coordinated with other labelling or quality certification arrangements as well as schemes such as, in particular, the Community Energy Labelling Scheme established by Directive 92/75/EEC and the Organic Agriculture Scheme established by Regulation (EEC) No 2092/91.

(15) Er dient te worden verzekerd dat het communautaire systeem voor de toekenning van milieukeuren verenigbaar is en gecoördineerd wordt met de prioriteiten van het communautaire milieubeleid en met andere communautaire etiketterings- of kwaliteitsborgingssystemen zoals die waarin is voorzien bij Richtlijn 92/75/EEG van de Raad van 22 september 1992 betreffende de vermelding van het energieverbruik en het verbruik van andere hulpbronnen op de etikettering en in de standaard-productinformatie van huishoudelijke apparaten(5) en Verordening (EEG) nr. 2092/91 van de Raad van 24 juni 1991 inzake de biologische productiemethode en aanduidingen dienaangaande op landbouwproducten en levensmiddelen(6).
(15) It is necessary to ensure that the Community eco-label award scheme is consistent and coordinated with the priorities of the Community environmental policy and with other Community labelling or quality-certification schemes such as those established by Council Directive 92/75/EEC of 22 September 1992 on the indication by labelling and standard product information of the consumption of energy and other resources by household appliances(5) and by Council Regulation (EEC) No 2092/91 of 24 June 1991 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs(6).
