27. constateert dat de Commissie in haar mededeling getiteld „Europa 2020: Een strategie voor slimme, duurzame en inclusieve groei” vijf grote doelstellingen voor de EU voorstelt, waaronder een verlaging met 20 miljoen van het aantal personen dat door armoede wordt bedreigd; wijst er nogmaals op dat deze doelstelling minder ver gaat dan de oorspronkelijke ambities van de Lissabon-strategie (uitbanning van de armoede), die helaas niet konden worden verwezenlijkt; is van mening dat armoede en sociale uitsluiting moeten worden uitgebannen door geloofwaardige, concrete en bindende maatregelen; vindt dat bovengenoemd cijfer niet ambitieus genoeg is en dat de doelstelling van een Europa zonder armoede niet mag worden opgegeven; is van oordeel dat daartoe passende maatregelen moeten worden getroffen, en dat deze kwantitatieve doelstelling in absolute cijfers moet worden gekoppeld aan de doelstelling om de armoede in elke lidstaat terug te dringen, teneinde iedereen ertoe aan te sporen mee te werken aan de verwezenlijking van deze doelstelling, en ze geloofwaardig te maken door passende maatregelen te treffen, met name wat betreft het beleid van ondersteuning van afhankelijke personen; is van oordeel dat deze doelstelling moet worden verwezenlijkt door de tenuitvoerlegging van concrete en passende maatregelen, met name door in alle lidstaten stelsels voor een minimuminkomen in te voeren;

Notes that, in its communication entitled ‘Europe 2020: a strategy for a smart, sustainable and inclusive growth’, the Commission proposes setting five headline targets for the EU, one of which is to reduce the number of people at risk of poverty by 20 million; points out that this target falls short of the initial ambitions of the Lisbon Strategy (to overcome poverty), which, regrettably, have not been achieved; believes that poverty and social exclusion must be eradicated by credible, concrete and binding measures; believes that this target is too low and that the objective of a poverty-free Europe must not be abandoned; takes the view that, in order to achieve this goal, appropriate measures should be taken and this absolute target should be combined with a target for reducing poverty in each Member State, in order to encourage every Member State to contribute to the task of achieving it, and should be made more credible with appropriate measures, particularly as regards the effectiveness of policies targeting those in need; believes that this target should be achieved through concrete and appropriate measures, in particular through the introduction of minimum income schemes by all EU Member States;

Stresses that only with genuinely integrated multi-level governance among local, regional, national, cross-border and EU public authorities can EU, national and regional policy be efficient and effective; calls on the Commission to evaluate the possibilities of innovation-related territorial cooperation, both national and international, in each cohesion policy objective, and to analyse the possibilities for reinforcing the European territorial cooperation objective with regard to fostering innovation-related cooperation between regions; in parallel with the reinforcement of the Territorial Cooperation Objective (Objective 3), the possibility of developing transnational territorial cooperation actions in the framework of Objective 2 should also be reinforced; notes that such a possibility is now made possible by Article 37(6)(b) of Regulation (EC) No 1083/2006; is of the opinion that, without changing the overall cohesion objectives’ budget, the reinforcement of territorial cooperation should be accompanied by a move towards an increased budget for this extended territorial cooperation;

Voor wat betreft de periode 1994-1999 heeft Spanje nog in 2002 21 betalingsaanvragen ingediend: 1 voor doelstelling 1, 4 voor doelstelling 2, 12 voor doelstelling 3, 1 voor doelstelling 4 en 3 voor doelstelling 5b.
As regards the 1994-1999 period, before the end of 2002 Spain sent 21 payment requests: one for Objective 1, four for Objective 2, 12 for Objective 3, one for Objective 4 and three for Objective 5b.

Net als doelstelling 1 is doelstelling 2 een "regionale" doelstelling omdat het toepassingsgebied ervan beperkt blijft tot bepaalde zones die worden begrensd aan de hand van nauwkeurige statistische en sociaal-economische criteria.
