Anderzijds hebben de lidstaten de mogelijkheid om een verplichte aanmelding in te voeren waarbij personen die contanten ten bedrage van € 15.000 of meer het douanegebied van de Gemeenschap binnenbrengen of uitvoeren uit dit gebied bij de douanebeambte uit de betreffende staat op diens verzoek een verklaring afleggen over de soort, de hoeveelheid en de waarde van de contanten, alsmede over de herkomst, de economisch rechthebbende en het gebruiksdoel.
