Omschrijving: Toestanden van subjectieve spanning en emotionele ontregeling die doorgaans het sociaal functioneren en optreden belemmeren en ontstaan in de periode van aanpassing aan een belangrijke levensverandering of stressveroorzakende levensgebeurtenis. De stressveroorzakende factor kan de samenhang van iemands sociale netwerk aangetast hebben (sterfgeval, scheiding) of sociale steun en waarden in groter verband (migratie, vluchtelingenstatus) of vertegenwoordigde een belangrijke ontwikkelingsstap of crisis (naar school gaan, ouder worden, falen in het bereiken van een dierbaar persoonlijk doel, pensionering). Individuele predispositie of kwetsbaarheid speelt een belangrijke rol bij het risico voor het optreden van aanpassingsstoornissen en de vormen daarvan, maar men neemt niettemin aan dat de toestand niet zou zijn ontstaan zonder de stressveroorzakende factor. Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. The measures in the area of postal services should be designed in such a way that the tasks of the Community pursuant to Article 2 of the Treaty, namely, to promote throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, sustainable and non-inflationary growth, a high degree of competitiveness and convergence of economic performance, the raising of the standard of living and quality of life, and economic and social cohesion and solidarity among Member States, are achieved as objectives.

6. is van mening dat een rooiregeling, zoals de Commissie in haar mededeling van 22 juni 2006 aan de orde stelt, de sociaal-economische situatie in de regio's van de Europese Unie ernstig zou schaden door overbrenging van de productiemiddelen naar derde landen te bevorderen, en niet aansluit bij de in het Verdrag tot oprichting van de Europese Gemeenschap vermelde doelstelling van economische en sociale samenhang; stelt voor om bij de uitvoering van de rooiplannen die door de bevoegde regionale of nationale overheden opgesteld zijn, kwaliteitscriteria in te voeren, in overleg met de organisaties van de bedrijfstak; wijst erop dat de Gemeenschap zichzelf "optreden gericht op de versterking van de economische en sociale samenhang" tot taak gegeven heeft (artikel 158 eerste alinea van het EG-Verdrag), met een bijzonder oogmerk op verkleining van "de verschillen tussen de ontwikkelingsniveaus van de onderscheiden regio's en de achterstand van de minst begunstigde regio's of eilanden, met inbegrip van de plattelandsgebieden" (artikel 158 tweede alinea van het EG-Verdrag);

Considers that a grubbing-up regime as discussed by the Commission in its Communication of 22 June 2006 would severely damage the economic and social situation in the regions of the Union, encouraging a shift in production towards non-Community countries, and is not in line with the objective of economic and social cohesion stated in the Treaty establishing the European Community; proposes the introduction of quality criteria to accompany grubbing-up plans drawn up by the competent regional or national authorities, in consultation with the inter-branch association; points out that the Community has given itself the task of pursuing ‘actions leading to the strengthening of its social and economic cohesion’ (Article 158(1) of the EC Treaty), with special emphasis on ‘reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas’ (Article 158(2) of the EC Treaty).

In eliminating such barriers it is essential to ensure that the development of service activities contributes to the fulfilment of the task laid down in Article 2 of the Treaty of promoting throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, equality between men and women, sustainable and non-inflationary growth, a high degree of competitiveness and convergence of economic performance, a high level of protection and improvement of the quality of the environment, the raising of the standard of living and quality of life and economic and social cohesion and solidarity among Member States.

Hoewel het Verdrag van Amsterdam de territoriale samenhang vermeldt, heeft het hem niet opgenomen in het hoofdstuk over de economische en sociale samenhang, maar in het artikel over de diensten van economisch belang. Although the Treaty of Amsterdam mentioned territorial cohesion, it did not place it in the chapter on economic and social cohesion but in the article on services of economic interest: this is why territorial cohesion has not acquired the practical and effective dimension it needs.

2. De economische en sociale samenhang is een van de pijlers van de Europese Unie, maar van een werkelijke samenhang zal geen sprake zijn, wanneer er geen echte gelijke rechten en kansen bestaan voor vrouwen en mannen.

11. Recognises that the tendency towards nominal convergence at national level is not yet accompanied by real convergence at regional level in all sectors; points out that differences increasingly obtain between the regions and that the differences between the poorest and richest regions are still very pronounced; notes with concern that the rise in unemployment has affected the regions to widely differing degrees; stresses the disturbing fact that unemployment in the 25 regions most affected stands at an average of 23.7%, while in the 25 least affected it is only 4%; notes the existence of a correlation between unemployment and low income per capita levels, and that unemployment should no longer be considered linked to restructuring processes in the industrialised countries; calls for greater account to be taken of conditions in individual regions, including long distances, low population density and harsh climate, and, especially, the causes of unemployment; calls for the dimension of territorial cohesion in its national, interregional and crossborder aspects to be included in future in the triennial reports on economic and social cohesion;
