TRADUCTIONS EN CONTEXTE

A. overwegende dat in het Verdrag van Lissabon uitdrukkelijk erkend wordt dat extra aandacht moet worden besteed aan de berggebieden, de eilanden en de dunbevolkte gebieden, zowel in artikel 174, waarin naast economische en sociale samenhang ook territoriale samenhang als doel wordt gesteld, als in artikel 170 betreffende de transeuropese netwerken,
A. whereas the need for particular attention to be paid to mountain regions, islands and sparsely populated areas is explicitly recognised in the Treaty on the Functioning of the European Union, both in Article 174 establishing the aim of territorial cohesion and in Article 170 on trans-European networks,

De maatregelen op het gebied van postdiensten moeten zodanig vorm krijgen dat ook de in artikel 2 van het Verdrag bedoelde taken van de Gemeenschap — namelijk het bevorderen van een harmonische, evenwichtige en duurzame ontwikkeling van de economische activiteit binnen de gehele Gemeenschap, een hoog niveau van werkgelegenheid en sociale bescherming, een duurzame en niet-inflatoire groei, een hoge graad van concurrentievermogen en convergentie van economische prestaties, een verbetering van de levensstandaard en van de kwaliteit van het bestaan, de economische en sociale samenhang en de solidariteit tussen de lidstaten — als doelstellingen worden verwezenlijkt.
The measures in the area of postal services should be designed in such a way that the tasks of the Community pursuant to Article 2 of the Treaty, namely, to promote throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, sustainable and non-inflationary growth, a high degree of competitiveness and convergence of economic performance, the raising of the standard of living and quality of life, and economic and social cohesion and solidarity among Member States, are achieved as objectives.

6. is van mening dat een rooiregeling, zoals de Commissie in haar mededeling van 22 juni 2006 aan de orde stelt, de sociaal-economische situatie in de regio's van de Europese Unie ernstig zou schaden door overbrenging van de productiemiddelen naar derde landen te bevorderen, en niet aansluit bij de in het Verdrag tot oprichting van de Europese Gemeenschap vermelde doelstelling van economische en sociale samenhang; stelt voor om bij de uitvoering van de rooiplannen die door de bevoegde regionale of nationale overheden opgesteld zijn, kwaliteitscriteria in te voeren, in overleg met de organisaties van de bedrijfstak; wijst erop dat de Gemeenschap zichzelf "optreden gericht op de versterking van de economische en sociale samenhang" tot taak gegeven heeft (artikel 158 eerste alinea van het EG-Verdrag), met een bijzonder oogmerk op verkleining van "de verschillen tussen de ontwikkelingsniveaus van de onderscheiden regio's en de achterstand van de minst begunstigde regio's of eilanden, met inbegrip van de plattelandsgebieden" (artikel 158 tweede alinea van het EG-Verdrag);
6. Considers that a grubbing-up regime as discussed by the Commission in its Communication of 22 June 2006 would severely damage the economic and social situation in the regions of the Union, encouraging a shift in production towards non-Community countries, and is not in line with the objective of economic and social cohesion stated in the Treaty establishing the European Community; proposes the introduction of quality criteria to accompany grubbing-up plans drawn up by the competent regional or national authorities, in consultation with the inter-branch association; points out that the Community has given itself the task of pursuing ‘actions leading to the strengthening of its social and economic cohesion’ (Article 158(1) of the EC Treaty), with special emphasis on ‘reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas’ (Article 158(2) of the EC Treaty).

In eliminating such barriers it is essential to ensure that the development of service activities contributes to the fulfilment of the task laid down in Article 2 of the Treaty of promoting throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, equality between men and women, sustainable and non-inflationary growth, a high degree of competitiveness and convergence of economic performance, a high level of protection and improvement of the quality of the environment, the raising of the standard of living and quality of life and economic and social cohesion and solidarity among Member States.

Hoewel het Verdrag van Amsterdam de territoriale samenhang vermeldt, heeft het hem niet opgenomen in het hoofdstuk over de economische en sociale samenhang, maar in het artikel over de diensten van economisch belang. Dit verklaart waarom de territoriale samenhang geen praktische en effectieve dimensie heeft gekregen, die nochtans wenselijk is.
Although the Treaty of Amsterdam mentioned territorial cohesion, it did not place it in the chapter on economic and social cohesion but in the article on services of economic interest: this is why territorial cohesion has not acquired the practical and effective dimension it needs.

2. De economische en sociale samenhang is een van de pijlers van de Europese Unie, maar van een werkelijke samenhang zal geen sprake zijn, wanneer er geen echte gelijke rechten en kansen bestaan voor vrouwen en mannen.
2. Economic and social cohesion is one of the pillars of the European Union, but without real equality between women and men in terms of rights and opportunities there can be no genuine cohesion.

Het is in aller belang dat deze diensten harmonieus worden geïntegreerd in het economische en sociale weefsel, en met name bijdragen tot de doelstellingen inzake versterking van de economische en sociale samenhang, door er over te waken dat de positieve effecten van deze diensten niet achterblijven bij de indirecte negatieve effecten op de markten die openstaan voor concurrentie.
It is in everyone's interests that they should dovetail harmoniously with the economic and social fabric in each Member State and contribute in particular to the objectives of strengthening economic and social cohesion, with steps being taken to ensure that their beneficial effects are not outweighed by indirect adverse effects on markets open to competition.

11. stelt vast dat de ontwikkelingen in de richting van een nominale convergentie op nationaal niveau nog niet in alle sectoren gepaard gaat met een reële convergentie op regionaal niveau; wijst erop dat de verschillen zich in toenemende mate voordoen tussen de regio's en dat de verschillen tussen de armste en de rijkste regio's nog steeds erg groot zijn; stelt met bezorgdheid vast dat de toeneming van de werkloosheid van regio tot regio behoorlijk verschilt; vindt het onrustbarend dat de werkloosheid in de 25 meest getroffen regio's 23,7% bedraagt tegen slechts 4% in de 25 minst getroffen regio's en stelt vast dat er een correlatie is tussen werkloosheid en een laag inkomen per hoofd en dat werkloosheid niet langer samenvalt met herstructureringsprocessen in de industrielanden; wenst dat in versterkte mate rekening wordt gehouden met de specifieke omstandigheden van elke regio, onder andere wat betreft de lange afstanden, de geringe bevolkingsdichtheid en het onvriendelijke klimaat, en in het bijzonder de oorzaken van de werkloosheid; verlangt dat het thema van de territoriale samenhang op nationaal, interregionaal en grensoverschrijdend niveau in de toekomstige driejaarlijkse verslagen over de economische en sociale samenhang aan de orde wordt gesteld;
11. Recognises that the tendency towards nominal convergence at national level is not yet accompanied by real convergence at regional level in all sectors; points out that differences increasingly obtain between the regions and that the differences between the poorest and richest regions are still very pronounced; notes with concern that the rise in unemployment has affected the regions to widely differing degrees; stresses the disturbing fact that unemployment in the 25 regions most affected stands at an average of 23.7%, while in the 25 least affected it is only 4%; notes the existence of a correlation between unemployment and low income per capita levels, and that unemployment should no longer be considered linked to restructuring processes in the industrialised countries; calls for greater account to be taken of conditions in individual regions, including long distances, low population density and harsh climate, and, especially, the causes of unemployment; calls for the dimension of territorial cohesion in its national, interregional and crossborder aspects to be included in future in the triennial reports on economic and social cohesion;
