The tender procedure established in Article 16(10), Article 17(3) to (7) and Article 18(1) of Regulation (EC) No 1008/2008 shall be applied for the use of the slots referred to in paragraph 1 of this Article if more than one Union air carrier is interested in serving the route and has not been able to obtain slots within one hour before or after the times requested from the coordinator.

2. Indien andere luchtvaartmaatschappijen geen belangstelling hebben om de route te exploiteren en de betrokken lidstaat geen aanbesteding organiseert overeenkomstig artikel 4, lid 1, onder d), van Verordening (EEG) nr. 2408/92, worden de slots gereserveerd voor een andere route waarvoor openbaredienstverplichtingen gelden of worden zij teruggegeven aan de pool.
If no other carrier is interested in operating the route and the Member State concerned does not issue a call for tenders under Article 4(1)(d) of Regulation (EEC) No 2408/92, the slots shall either be reserved for another route subject to public service obligations or be returned to the pool.
