44. Believes that abatement options, in particular for the steel industry sectors, will heavily depend on new technologies, and therefore emphasises the important role that EU-funded research and innovation programmes could play in boosting the European economy through Horizon 2020, as well as their role in ensuring the competitiveness of the European steel sector and the high quality of its production; recalls that research and innovation are important driving forces for economic growth and competitive industry;

33. is van mening dat moet worden geanticipeerd op de grote veranderingen in de staalindustrie en andere industriële sectoren; is in dit verband van oordeel dat de lidstaten hun onderwijs- en scholingsbeleid meer moeten afstemmen op de behoeften van de arbeidsmarkt om soortgelijke situaties het hoofd te kunnen bieden en de aantrekkelijkheid van de technische en wetenschappelijke studierichtingen te verhogen, om te verzekeren dat de staalindustrie over de nodige gespecialiseerde vakmensen beschikt om de innovatie door te voeren;
33. Believes that future severe changes in the steel and other industrial sectors should be anticipated; considers, in this connection, that the Member States should align education and training policies more closely with labour market needs so as to be able to cope with similar situations and promote the appeal of the technical and scientific fields, in order to ensure that there are specialised professionals in the steel sector to drive innovation;

7. verzoekt de Commissie op korte termijn een verslag in te dienen over de grote uitdagingen waarmee de staalindustrie in Europa te maken heeft, met inbegrip van de sociale, economische en milieuaspecten; herinnert er in dit verband aan dat de Commissie, na het verstrijken van de looptijd van het Verdrag tot oprichting van de Europese Gemeenschap voor Kolen en Staal, het recht heeft de economische en sociale gevolgen van de ontwikkelingen in de Europese staalindustrie aan te pakken; verzoekt de Commissie rekening te houden met positieve ervaringen, met name wat betreft het tripartiete strategisch overleg en het onderzoek;
7. Requests that the Commission provide in the short term a report on the major challenges facing the steel industry in Europe, including social, economic and environmental aspects; recalls in this connection that, following the expiry of the Treaty establishing the European Coal and Steel Community, the Commission is entitled to address the economic and social impact of developments in the European steel industry; calls on the Commission to take on board positive experience, in particular as regards the tripartite strategic considerations and research;

5. verzoekt de Commissie zich te buigen over de mondiale strategische positie van de Europese staalindustrie, gezien het feit dat de staalproductie in een groot aantal landen als strategisch wordt beschouwd, en om een duidelijk stappenplan te ontwikkelen voor de initiatieven op de middellange en lange termijn die zij wil gaan voorstellen om de staalindustrie in Europa te ondersteunen; benadrukt dat bij een dergelijk stappenplan tijdig en uitgebreid overleg gepleegd moet worden met de sociale partners op alle niveaus; meent dat, gezien het aanhouden van de crisis, er verslag zou moeten worden uitgebracht over de uitvoering van het actieplan voor staal zodat kan worden voortgebouwd op de positieve resultaten van het afgelopen jaar en de dynamiek niet verloren gaat;
5. Calls on the Commission to study the European steel industry’s strategic position in the world, steelmaking being considered to be strategic in a large number of countries, and to specifically develop a clear roadmap for the medium- and long-term initiatives it intends to propose to support the steel industry in Europe; emphasises that such a roadmap must entail the comprehensive and early involvement of the social partners at all levels; considers that, given the continuation of the crisis, an annual report on the implementation of the steel action plan should also be presented in order to build on the positive achievements of this past year and not to lose momentum;

H. overwegende dat de arbeidsverhoudingen in de staalindustrie, vergeleken met andere sectoren, worden gekenmerkt door een hoge organisatiegraad; overwegende dat dit tot uiting komt in een hoog percentage werknemers dat lid is van een vakbond, een sterke aanwezigheid en grote dichtheid van werkgeversorganisaties en een zeer groot aantal werknemers dat onder een collectieve arbeidsovereenkomst valt; overwegende dat dit wordt weerspiegeld op Europees niveau, waar de staalindustrie een voortrekkersrol heeft gespeeld bij de ontwikkeling van de arbeidsverhoudingen en de relaties tussen sociale partners ;
H. whereas, compared with other sectors, industrial relations are strongly organised in the steel industry; whereas this characteristic is made manifest by the high degree of unionisation, the strong presence of employer organisations, which also have a high density, and the high level of collective bargaining coverage; whereas this is reflected at the European level, where the steel industry has been at the forefront in terms of developing social partnership relations ;
