Bij brief van 3 februari 2011, die aan verzoeker is toegezonden via zijn EPSO-account, heeft het EPSO hem meegedeeld dat hij naar het oordeel van de jury op basis van de behaalde uitslag niet op de reservelijst kon worden geplaatst, en dat hij voor de specifieke vaardigheden met name een score van 8 punten op 20 had behaald, terwijl het vereiste minimum 10 punten op 20 was (hierna: „besluit tot uitsluiting”).
By letter of 3 February 2011, sent to the applicant via his EPSO account, EPSO informed him that the selection board had decided that his results were not good enough for his name to be included on the reserve list and that, inter alia, the mark for his specific competencies was 8 out of 20, whereas the pass mark was 10 out of 20 (‘the non-admission decision’).
