To make swifter progress towards green accounting, a dual objective strategy is proposed - production of indicators which can be used directly in the formation of sectoral policies (for example, agriculture, energy, transport) taking account of the demands imposed by the need to preserve natural resources and the establishment of a "satellite" national accounting framework, to track the development of valuable natural resources and the corresponding environmental statistics as accurately as possible.[1] In two years, economic activity indicators will be integrated with environmental indicators for the first time.

Vele voorgenomen acties dragen ertoe bij, aan de hand van onderstaande principes : - vergroting van de toegankelijkheid van de wetgevingen. In 1996 zal met name worden overgegaan tot herschikking van de wetgevingen betreffende diergeneesmiddelen en landbouwtrekkers, en tot codificatie van de richtlijnen inzake machines, normen en technische voorschriften, meststoffen, collectief ontslag, gevaarlijke stoffen en preparaten, en van de verordeningen inzake de GMO suiker en de financiering van het GLB; - rationalisatie van het wetgevingskader: bij voorbeeld : algemeen onderzoek van de strategie inzake afvalstoffen, kadervoorstel betreffende water (geïntegreerd beheer); follow-up van het groenboek "levenmiddelenrecht"; horizontale kaderregeling voor de steunmaatregelen van de Staten ter vervanging van de huidige kaders in de sectoren automobielindustrie, synthetische vezels en textiel; - verlichting van de administratieve en andere lasten die voortvloeien uit de wetgeving: bij voorbeeld : vereenvoudiging van de richtlijn betreffende het in de handel brengen van phytofarmaceutica (onderwerping van bepaalde bedrijfsmiddelen aan één enkele "fast track"-procedure); herziening van de huidige drempels en verwijzingsclausules vervat in de verordening betreffende concentraties; vereenvoudiging van de oorsprongsregels "LMOE en EVA" en "Middellandse-Zeelanden"; stimulering van het gebruik van administratieve bronnen voor statistische doeleinden; - uitbreiding van het beschikbare instrumentarium, met name door ontwikkeling van alternatieve benaderingen naast de wetgeving: bij voorbeeld : toepassing van de nieuwe benadering buiten het kader van de regelgeving inzake boekhouding; ontwikkeling van kaders voor het afsluiten van vrijwillige overeenkomsten met de industrie inzake de bescherming van het milieu en met het oog op de "groene" heffingen en belastingen in de Lid-Staten; - vergemakkelijking van de toepassing van de wetgeving door een gedecentraliseerde benadering (voor ...
Many of the planned measures are directed towards this objective: - improving the accessibility of legislation: 1996 plans include recasting the legislation relating to veterinary medicines and agricultural tractors and consolidation of the directives on machinery, technical standards and regulations, fertilizers, collective dismissals, dangerous substances and preparations, and the regulations on the common organization of the sugar market and the financing of the common agricultural policy; - rationalizing the legislation: examples are the general review of the strategy on waste, the framework proposal on water (integrated management), the follow-up to the Green Paper on food law, the horizontal rules governing State aids to replace the existing rules for the motor industry, man-made fibres and textiles; - lightening the administrative and other burdens resulting from legislation: for instance, simplification of the directive on the marketing of plant health products (single, fast-track procedure for certain pesticides); review of current thresholds and reference-back clauses in the merger-control regulation; simplification of rules of origin for Central and Eastern Europe, EFTA and the Mediterranean; promotion of use of administrative sources for statistical purposes; - widening the range of available instruments, notably by developing alternative approaches in place of legislation: implementation of the new non-legislative approach to accounting; development of frameworks for voluntary agreements with industry on environmental protection and "green" taxes and charges in the Member States; - facilitating the application of legislation by decentralization (e.g. Notice on cooperation with national authorities in competition law matters) or by flanking measures (e.g. methodological and financial support to the Member States for the implementation of the regulation on business statistical surveys).
