Tevens wordt voorgesteld om Frankrijk te verplichten de Commissie vóór 31 juli 2017 een tussentijds verslag voor te leggen, op basis waarvan kan worden beoordeeld of de redenen ter rechtvaardiging van deze fiscale afwijking nog steeds van toepassing zijn en of het door Frankrijk verleende fiscale voordeel nog steeds evenredig en toereikend is om een concurrerende waardeketen riet-suiker-rum te ondersteunen in Guadeloupe, Frans-Guyana, Martinique en Réunion.
