Gezien de structurele economische en sociale situatie van Guadeloupe, Frans Guyana, Martinique, Réunion, Saint Barthélemy en Saint Martin, de Azoren, Madeira en de Canarische Eilanden, die wordt bemoeilijkt door de grote afstand, het insulaire karakter, de kleine oppervlakte, een moeilijk reliëf en klimaat en de economische afhankelijkheid van enkele producten, welke factoren door hun blijvende en cumulatieve karakter de ontwikkeling van deze gebieden ernstig schaden, neemt de Raad op voorstel van de Commissie en na raadpleging van het Europees Parlement specifieke maatregelen aan die er met name op gericht zijn de voorwaarden voor de toepassing van de Verdragen, met inbegrip van gemeenschappelijk beleid, op deze gebieden vast te stellen.
Taking account of the structural social and economic situation of Guadeloupe, French Guiana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, the Azores, Madeira and the Canary Islands, which is compounded by their remoteness, insularity, small size, difficult topography and climate, economic dependence on a few products, the permanence and combination of which severely restrain their development, the Council, on a proposal from the Commission and after consulting the European Parliament, shall adopt specific measures aimed, in particular, at laying down the conditions of application of the Treaties to those regions, including common policies.
