Expresses its support for the process of constitutional drafting and reform, and stresses that this must lay the foundations for a truly democratic new Egypt, guaranteeing fundamental rights and freedoms, including religious freedom, for all citizens – men and women – of Egypt, promoting interreligious tolerance and cohabitation and guaranteeing the protection of minorities as well as the freedoms of association, of assembly and of the media; strongly believes that the consultation process on the constitutional amendments should include all components of the Egyptian political spectrum, including the moderate components of the Muslim Brotherhood, and an adequate representation of women, and that it should be followed by a referendum on a new, pluralistic constitution and by free and fair presidential and parliamentary elections;

44. verzoekt de HV/VV, de EDEO en de Commissie de rol van maatschappelijke organisaties, in het bijzonder mensenrechtenorganisaties en vrouwenorganisaties, te versterken op het gebied van beleidstoezicht en de programmering en uitvoering van steunmaatregelen, via een toegewijde faciliteit voor capaciteitsopbouw; wijst in dit verband op de noodzaak van empowerment van vrouwen, en verzoekt de EDEO en de Commissie om stelselmatig te analyseren wat de genderimpact van hun projecten en programma's is, en eraan te werken dat vrouwenrechten en gendergelijkheid altijd worden meegenomen bij de herziening van de grondwet, het wetboek van strafrecht, het familierecht en andere civiele wetgeving, alsook in de mensenrechtendialoog die met de ENB-partnerlanden wordt gevoerd; is van oordeel dat de HV/VV, de EDEO en de Commissie de betrekkingen tussen de EU en derde landen niet moeten intensiveren indien de betrokken landen verzuimen organisaties van het maatschappelijk middenveld in voldoende mate bij hun beleid te betrekken; geeft aan dat organisaties van het maatschappelijk middenveld de trouwste en sterkste bondgenoten van de EU zijn op het vlak van het bevorderen van democratische waarden, goed bestuur en mensenrechten in de partnerlanden; dringt aan op een grotere betrokkenheid van regionale en plaatselijke autoriteiten en van beroepsorganisaties en de sociale partners in de samenwerking tussen de EU en haar zuidelijke buurlanden; verzoekt de Raad en de Commissie in dit verband het Europees Instrument voor democratie en mensenrechten verder te versterken en een grotere rol toe te kennen;
44. Calls on the VP/HR, the EEAS and the Commission to strengthen the role of civil society organisations, in particular human rights organisations and women's organisations, in policy monitoring and the programming and implementation of assistance through a dedicated capacity-building facility; in that connection, highlights the need to empower women, and calls on the EEAS and the Commission systematically to analyse the gender impact of their projects and programmes and to advocate that women rights and gender equality should be taken into account in the revision of constitutions, penal codes, family law and other civil laws and in the human rights dialogues carried on with ENP partner countries; insists that the VP/HR, the EEAS and the Commission should not strengthen relations between third countries and EU if the countries concerned do not involve civil society organisations sufficiently in their policies; notes that civil society organisations are the EU's most faithful and powerful allies in promoting democratic values, good governance and human rights in partner countries; calls for the increased involvement of regional and local authorities and of professional organisations and the social partners in EU cooperation with its southern neighbours; calls on the Council and the Commission to further strengthen and make more effective use of the European Instrument for Democracy and Human Rights in this regard;

G. overwegende dat de nieuwe grondwet Aung San Suu Kyi, leider van de Nationale Liga voor democratie en houder van de Nobelprijs voor de vrede, van alle openbare ambten uitsluit, en dat een aantal oppositiepartijen en etnische minderheidsgroepen verklaard hebben dat ze de verkiezingen willen boycotten, terwijl de NLD de uitslag niet erkent als er niet eerst een dialoog over herziening van de grondwet komt,
