Besluit van de Raad 2014/51/EU 25 januari 2014 waarbij de lidstaten worden gemachtigd om, in het belang van de Europese Unie, het Verdrag betreffende aanvaardbaar werk voor huispersoneel, 2011, van de Internationale Arbeidsorganisatie te bekrachtigen (Verdrag nr. 189).

De rapporteur is dan ook van mening dat de lidstaten bijzondere aandacht moeten besteden aan het toezicht op de in hun respectieve landen gesloten contracten door met name particuliere uitzendbureaus die mensen uit andere landen aanwerven om te komen werken als huispersoneel (als bedoeld in punt 26.2 van de aanbeveling bij het bewuste verdrag).
The rapporteur therefore feels that Member States should pay particular attention to monitoring contracts issued in their countries, particularly by private employment agencies recruiting people from other countries as domestic workers (as referred to in point 26.2 of the Recommendation linked to the Convention).

The International Labour Organisation’s Convention No 189 concerning decent work for domestic workers was adopted in 2011 and came into force on 5 September that year. It establishes that ratifying States are required to take steps to ensure decent working conditions with social rights and to prevent abuse, violence and child labour in domestic work.
