Recalls that the Court of Auditors (“the Court”), in its report on the annual accounts of the European Institute of Innovation and Technology (“the Institute”) for the financial year 2013, found for the second consecutive year no reasonable assurance on the legality and regularity of the grant transactions; notes that in the Court´s view the quality of the certificates was compromised as they were issued by independent audit firms contracted by the grant beneficiaries, covering about 87 % of the grant expenditure; recalls furthermore that in order to address the shortcomings related to the quality of the audit certificates, the Institute improved the instructions provided to certifying auditors and communicated the updated instructions to the “Knowledge and Innovation Communities” (KICs), the recipients of the Institute's grants, in June 2013;

The European Union Institute for Security Studies (‘the Institute’) should assist the European Union and its Member States in the implementation of the common foreign and security policy (CFSP), including the common security and defence policy (CSDP), as well as other external action of the Union, under the political supervision of the Council and the operational direction of the High Representative of the Union for Foreign Affairs and Security Policy (HR).

- het beleid inzake preventie en beheer van belangenconflicten wordt opnieuw bekeken door de dienst Interne audit van het Instituut (IAC) en de herziene versies van de gedragscodes voor het personeel van het Instituut en de leden van de raad van bestuur van het Instituut zullen naar verwachting worden geïmplementeerd; neemt er kennis van dat het Instituut maatregelen zal introduceren voor de publicatie van de belangenverklaringen van de leden van de raad van bestuur en het leidinggevend personeel van het Instituut; vraagt het Instituut deze kwestie zo spoedig mogelijk in orde te brengen en de kwijtingsautoriteit te informeren over de resultaten van de corrigerende acties;
- the prevention and management of conflicts of interests policies are being reviewed by the Institute’s Internal Audit Capability (IAC) and the revised versions of the Codes of Conduct for the Institute's staff and its Governing Board Members are expected to be implemented; notes that the Institute will introduce a policy for members of the Institute’s Governing Board and senior management to publish their declarations of interest; calls on the Institute to resolve this issue as a matter of urgency and to inform the discharge authority about the results of the remedial actions;

8. herinnert eraan dat het belangrijk is om in het jaarlijks werkprogramma van het Instituut rekening te houden met de geplande activiteiten in het kader van het samenwerkingsplan met de Commissie rechten van de vrouw en gendergelijkheid en om de resultaten en bevindingen van het onderzoek regelmatig voor te leggen aan de relevante commissies van het Parlement; merkt op dat het Instituut de toegang van de Commissie rechten van de vrouw en gendergelijkheid tot gendergerelateerde informatie op proactievere wijze moet vergemakkelijken, met een grotere gerichtheid op het werk dat door deze commissie wordt verricht, om ervoor te zorgen dat de commissieleden beschikken over effectievere instrumenten om zich te informeren; verzoekt om betere interactie tussen de wetgevings- en niet-wetgevingsprioriteiten van de Commissie rechten van de vrouw en gendergelijkheid en het onderzoek van het Instituut; bevestigt dat het Instituut een belangrijke rol speelt bij het verzamelen van betrouwbare, vergelijkbare en naar geslacht gedifferentieerde gegevens die van fundamenteel belang zijn voor de uitwerking van nationaal en EU-beleid, met name op het gebied van op gender gebaseerd geweld; verzoekt het Instituut nauw samen te werken met Eurostat en het Bureau van de Europese Unie voor de grondrechten, teneinde met vaste tussenpozen onderzoek uit te voeren naar de onderwerpen die voor de Commissie rechten van de vrouw en gendergelijkheid het belangrijkst zijn, met name geweld tegen vrouwen en de kenmerken van het door vrouwen verrichte werk;
8. Recalls the importance of taking the activities anticipated in the cooperation plan with the Committee on Women's Rights and Gender Equality into consideration in the Institute's annual work programme and to regularly present the results and findings of the research before the relevant committees of Parliament; notes that the Institute should ease the access to gender-related information towards the Committee on Women's Rights and Gender Equality in a more proactive way and more focused on the work carried out by this committee, which would allow its members more effective tools of information; calls for better interaction between legislative and non-legislative priorities of the Committee on Women's Rights and Gender Equality and the Institute's research; supports the importance of the role performed by the Institute in collecting reliable comparative data disaggregated by sex and fundamental to the development of national and Union policies especially on gender based violence; calls on the Institute to work closely with Eurostat and the European Union Agency for Fundamental Rights in order to produce regular surveys on those issues the Committee on Women's Rights and Gender Equality considers to be the most important, notably violence against women and typical features of female employment;

With the agreement of the Director and after having informed the Board, researchers may be seconded to the Institute for a fixed period, either to posts within the Institute’s organisational structure or for specific tasks and projects relevant to the Institute’s mission and tasks as set out in Article 2.

Welcomes the Institute's second ex ante evaluation report of 8 September 2011, focusing on the Institute's specific objectives and operations and aiming to provide guidance to the Institute's management in finalising objectives and activities; points out that, at a time of economic crisis and austerity, it is vital that the Institute offers the best value for money without jeopardising the successful fulfilment of its important remit;
